배꼽수술부터 줄기세포까지 = The History of Reproductive Technologies in Korea : Developmentalism Versus Women's Bodies and Community's Future

국문 초록 (Abstract)

이 글은 한국의 재생산 기술의 역사를 발전주의 비판과 여성주의 시각에서 분석한다. 일명 배꼽수술로 불린 난관 결찰술부터 시험관아기 시술을 거쳐 오늘날의 줄기세포로 대표되는 세포 유전학 연구까지 한국의 재생산 기술은 동일한 행위자에 의해 동일한 공간에서 동일한 재원으로 이루어졌다. 또한 선행하는 기술의 공세적 개발과 여성의 몸에 대한 급속하고도 광범위한 적용이 후속 기술의 빠른 정착의 주요한 선제 조건이 되었다는 점에서 이들 기술은 연속선 상에 있다.
재생산 기술은 여성의 몸을 대상으로 한다. 또한 재생산 기술에 뒤따르는 결과는 인구통제이든 새로운 가족/국가의 구성원의 탄생이든 공동체의 미래와 직결된다. 이러한 점에서 재생산 기술의 실천은 여성의 몸과 공동체의 미래를 고려해야 함에도 불구하고, 한국의 재생산 기술 역사를 관통 하는 일관된 틀은 성과 지향적 발전주의이다. 그 결과 여성의 몸과 공동체의 미래는 위험에 처하게 되지만 이 위험에 대한 문제 규정이나 대처는 모두 개인의 몫으로 돌려질 뿐 공적인 문제로 인식되지 않는다.

다국어 초록 (Multilingual Abstract)

This paper examines the history of reproductive technologies in Korea from the perspective of feminism and the criticism of developmentalism, tracing a series of technologies―contraception technology (eg. laparoscopic tubal ligation), conception technology (eg. in vitro fertilization), and cytogenetic research (eg. stem-cell). Those technologies have been practised in the same field by identical actors and resources: They share a genesis. Moreover, the rapid and broad applications of preceding technologies on women’ bodies have set the stone of launching new technologies.
The dominant frame of shaping the history of reproductive technologies in Korea has been outcome-oriented developmentalism. In the meantime, the consideration of women’ bodies and community’ future has never been a public issue: Instead, risks related to reproductive technologies have been regarded as an individual issue and have been managed by each individual or family.
