      Contemporary society, because of nuclear family, employment of women and divided families, the family supporting system has became weakened. Especially, since the extension of average length of life and the increase of chronic disease, it is clear that people have realized the importance of new social security system for old people.
      The social service for in-home aged which focused on the aged who were under government care developed in 1987. Then, according to the second amendments of aged welfare law in 1993, the social welfare service for the aged was classified as i) home helper services ii) day care services iii) short-stay services. But, because the social service for in home aged is recent beginning, there are lots of shortcomings. Therefore, the purpose of this study is to analyze the present condition of this social service as a whole and to present a counter plan for development of the social service for in-home aged.
      This study covers the range of three subjects. They are home helper services, day care services, and short-stay services. Methodology for this study used was both of literature survey and interviews by visiting each house.
      The results of this study are as follows.
      First, it's the problem of laws and regulations. In the laws of the old welfare which states clearly the old welfare work, the form of the provisions of laws related to services is provided by the voluntary provision and disjunctive form.
      So, the nation's responsibility is just up to the responsibility of the laws, administration and morality.
      As a result, if we provide the old for the more actual the old welfare work we have to improve the laws of the old by adding a mandatory injunction.
      Second, it's the matter of selecting the object of service. As the times goes on, the desires of the old are diverse by the changes of society. The limits of selecting the object of the old welfare work's are so restricted that we cannot meet the services of the needs for the old. So, the legal limits which is given to the old of a small income group and of a livelihood protection group should be open to the general old. What is more, to avoid overlapping of services, the rules defined to the main object of protection should be scientifically subdivided.
      Third, it's the thing of delivery systems. The social welfare systems of our country have two parts, a planning department and an executive department. In the executive bodies, there are vertical systems of order and submission by triple lines of main offices and local offices. So, the performing duties is postponed and formally done. In addition, there are lacks of effects. To make better these things, it needs that planning, adjusting, managing and performing systems of welfare should be united and organized to answer for the effective welfare work. Especially, we have to make united systems of welfare and preservation of health.
      Fourth, it's the problem of finance support. Today, the budget for the old welfare is so weak that it just manages to deal with the personnel expenses of the old welfare work.
      There are no methods to fill up the deficit. So, we have to grade the expenses by the social stratums of the old who have one's share in the expenses to fill up the shortage of the budget. In addition, we have to devise means to gather civil funds and to induce the religions bodies, companies, etc. to join the old welfare work voluntarily.
      Fifth, the problem of facilities status. Welfare facilities of houseless old is lack and inequality of distribution. So, mostly old aren't benefited of government. For improvement, government have to expand of facilities with priority given to a community and found evenly.
      Sixth, the problem of export officials. Houseless old want that is medical service and health but export officials who are doctors and nurses, dietitian are lack. For improvement of this problem, each organs have to secure expert officials even a fixed standard.
      Seventh, the problem of content of service. The welfare service of complex and mixed, the content is various. Welfare facilities of houseless old offer the simple function of protection. So it aren't sufficient a requirement of old. According work government have to develop a unification service program which is health and medical, welfare and a various service.
      We'll come to a end as suggest a remedy of welfare facilities of houseless old. In conclusion, the political aim of social protection about old who need of protection is. 1) To meet the requirement of old by suggestion of a good prolation service. 2) To make that their use of service government. 3) Solution of problem by the least expense.
