지역산업발전의 영향요인분석과 지방정부의 대응방안 = Analysis of Impact Factors of Regional Industry Development and Corresponding Strategies of Local Government

다국어 초록 (Multilingual Abstract)

This study analyzied the characteristics of the industrial growth of Gwangju-Jeonnam. The results of location quotient analysis and shift-share analysis are as follows. First, the industrial growth in this region strongly depended on the national growth effect. This result means that there was no leading industries in the region. And this says that the main task for the development of this regional economy is the selection of key industries and developmental strategies of thoses. Second, the industrial growth in this region also depended on a small number of big enterprises strongly. This says that the developmental strategies of small and medium enterprises jointed with big enterprises of other region is important. Third, some manufacturings showed positive growth, in spite of negative national growth effect, because of positive industrial mix effect. Assembling metal-products & outfits, machinery & outfits, electrical-machinery, television & communication equipment and transport equipment are examples. This conveys implication that the selection of high-tech and high-value-added industries is important to activate the regional industry in term of long-rang plan.

국문 초록 (Abstract)

이 연구는 입지계수(LQ)분석과 변이할당(Shift-Share)분석을 통해 광주전남의 산업성장변화의 특성을 분석하였다. 분석결과 광주전남의 산업성장은 다음과 같은 특징이 있는 것으로 나타났다. 첫째, 이 지역의 산업성장효과는 국가성장효과에 크게 의존하고 있다.즉 국가경제의 성장과 쇠퇴에 크게 영향을 받고 있다는 점이다. 이는 지역을 주도하는 특징적 산업이 아직 없다는 점으로 해석할 수 있다. 특화된 분야는 1차산업으로 나타나고 있지만 1차산업이 지역의 경제성장을 이끌만한 경쟁력은 아직 보이지 않고 있다. 이 지역을 주도할 만한 지역특화산업의 선정과 육성이 지역경제의 활성화에 큰 과제임을 말해주고 있는 것이다.
둘째, 광주전남지역의 산업경제성장은 몇 개의 대기업에 많이 의존하고 있다. 이러한 지역산업구조의 특징은 역시 전체적인 경기변화에 지역경제가 크게 영향을 받을 수 밖에 없는 지역적 특징으로 나타나고 있다. 이러한 특징은 협소한 시장이라는 이 지역의 한계를 극복하는데 있어서 이 지역뿐만 아니라 타지역의 대기업과 연계된 중소기업의 육성책이 지역산업활성화의 또다른 과제임을 말해주고 있다할 것이다.
셋째, 제조업의 성장변화분석에서는 음(-)의 국가성장효과에도 양(+)의 산업구조효과에 힘입어 성장하는 결과도 나타나고 있었다. 이는 지역산업구조가 양호할수록 경제위기나 저성장 기간에도 안정적인 성장을 할 수 있다는 점을 보여주는 것이다. 또한 조립금속, 전기기계장비, 영상음향통신, 기타 운송장비 등 비교적 고부가가치의 첨단업종에서 지역할당(기반)효과가 높아 경제위기 기간에도 성장을 나타냈다. 역시 고부가가치의 첨단업종으로의 특화가 장기적인 지역산업활성화에 주요 전략이 되어야함을 말해주고 있다.
