국가보건의료정책과정에서의 행위자와 전략에 관한 연구: 의약분업사례 = Actors and Strategies in the National Medical Policy Making Process in Korea: The Case of the Separation of Prescribing and Dispensing Policy

국문 초록 (Abstract)

이 연구는 우리나라의 의약분업정책에 관한 연구로서, 연구의 목적은 의약분업정책의 참여자들의 정책네트워크상의 역동적 관계를 설명하기 위한 것이며, 참여자들 각각의 네트워크상의 전략의 사용과 활동들을 규명하기 위한 것이다. 흥미로운 발견은 의약분업정책에서 상당한 불안정성이 존재한다는 것이다. 정부가 주도한 국가조합주의 또는 초기단계에서 하위정부에 의한 철의 삼각유형에서 시간이 흐름에 따라 이익집단이나 NGO의 강한 작용으로 압력다원주의나 이슈네트워크로 변화되는 양상을 보여주고 있다. 로비도 주요 요인으로 작용했는데 이익집단들은 국회나 정부부처를 통한 정책연기를 위해 로비활동을 전개하였다. 반면 협상이나 타협수준은 네트워크상에서 아주 낮은 것으로 나타났다

다국어 초록 (Multilingual Abstract)

This study dealt with Korea's Separation of Prescribing and Dispensing Policy. The purpose of the study is to explain who are the major actors in the Separation of Prescribing and Dispensing and what makes the change of the policy network. This study also tries to find out what strategies each actors in the Separation of Prescribing and Dispensing Policy Network employed and how they worked. One interesting finding is that there has been considerable instability in the new medical policy network. The government-initiative State corporatism or iron triangle type of subordinate government at initial stage has been changed into pressure pluralism or issue network with interest groups' or NGOs' strong interest as time passed. Lobby is an important factor to be considered. Interest groups lobbied the delay of policy through Congress or governmental department. Negotiation or compromise was very low in policy network.
