1. Background and Purpose
1) Background
■ Fishing communities are undergoing rapid changes in economic, social, and environmental aspects. In this process, their unique identity, known as the “essence of fishing communities”, is disappearing.
- Economic and environmental sustainability is increasingly threatened by climate change, depletion of fishery resources, environmental pollution, and natural disasters. Social sustainability is also weakened by a declining population due to low birth rates and aging, resulting in deteriorating living conditions.
- The functions and spaces of fishing communities are changing, with the development of various leisure and recreational activities utilizing natural and cultural resources, as well as facilities focused on scenic landscapes. In this process, facilities, symbolic sculptures and developments often prioritize productivity and efficiency over preserving the intrinsic characteristics of fishing communities, gradually eroding the cultural and spatial uniqueness that defines these communities.
■ With the strengthening of institutional foundations for regional decentralization and balanced development, there is an increasing need for spatial management that preserves the unique identity of local areas.
- Various policies are being implemented to improve the living environment of fishing communities and boost economic vitality through fishing communities and port revitalization projects. However, these efforts have encountered spatial management limitations stemming from a dualized project structure that leads to fragmented planning and execution.
- Furthermore, with the enforcement of the Special Act on Local Autonomy and Regional Balanced Development in July 2023, a foundation for regionally-led development has been strengthened. Following this, the Act on Supporting the Restructuring and Revitalization of Rural Spaces, which takes effect in March 2024, introduces a framework for integrated spatial management rooted in regional identity.
2) Relevance to National Projects
■ The findings of this study are expected to contribute to the implementation of several national policy goals among the 110 National Projects, including “Supporting Efficient Growth Strategies for National Land Use” (Project No. 38), “Prosperous Fishing Communities and Vibrant Oceans” (Project No. 73), and “Preventing Regional Decline and Strengthening the Balanced Development Framework” (Project No. 120).
3) Purpose
■ The study aims to develop spatial management strategies that promote economic, social, and environmental sustainability based on the unique identity of fishing communities, often referred to as the “essence of fishing communities.”
■ To achieve this, the study will focus on the following specific objectives:
- First, to specify the concept and characteristics of the “essence of fishing communities” and derive policy directions based on it.
- Second, to translate the abstract concept of the “essence of fishing communities” into concrete physical forms, analyze the current status of fishing community spatial management in terms of economic, social, and environmental aspects, and diagnose any issues.
- Third, to propose specific, actionable plans for managing fishing community spaces based on the “essence of fishing communities.”
2. Methodology
■ This study employs a multidisciplinary approach, integrating literature review, case studies, expert focus group interviews (FGI), public perception surveys, and spatial analysis, to define the unique identity of fishing communities and develop corresponding spatial management strategies.
- First, a comprehensive review of domestic and international studies on the “essence of fishing communities” establishes a theoretical concept, while examining existing plans and projects, providing the basis for proposing an integrated spatial management strategy.
- Second, in-depth analysis of the background, implementation methods, limitations, and implications of domestic and international cases related to fishing community spatial management provides valuable insights.
- Third, FGIs with fishing community experts and surveys of the general public identify the characteristics and elements that make up the essence of fishing communities.
- Fourth, statistical data and spatial information are collected and analyzed to visually represent the “essence of fishing communities,” facilitating a deeper understanding of their physical status and characteristics of their components.
3. Result
1) Summary
■ Concept and Characteristics of “The essence of fishing communities”
- Through literature review, expert FGIs, and public perception surveys, “the essence of fishing communities” is defined as “the unique identity created by the integration of the natural environment of fishing communities with the lives and community of fishing community residents.”
- Fishing communities are formed around fishery resources, with residential and economic spaces, and characterized by community -centered systems of production and distribution that enhance social stability. Consequently, the core essence of fishing communities lies in fishery-based economic activities and communal culture.
- The “essence of fishing communities” can serve as a means to create new opportunities and respond to change. This is because it is continuously redefined by environmental changes and social demands, with its value and meaning varying according to individual preferences and tastes.
■ Current Status and Necessity of Fishing Community Spatial Management
- Currently, fishing communities are developed and managed in a fragmented, point-based manner, failing to fully utilize their physical and functional connectivity. This has led to various accumulated issues, including poor residential conditions, vacant houses, neglected idle facilities, the concentration of aquaculture farms, and conflicts among users.
- Fishing community spatial management is necessary in the following aspects: ⅰ) transition to area-based development and management by spatially and functionally integrating fishing grounds, ports, and villages; ⅱ) meeting diverse needs and demands by managing spaces as workplaces, living spaces, and recreational areas; ⅲ) shifting to a bottom-up system led by local governments to address on-site issues; and ⅳ) strengthening the foundation by enacting a systematic and comprehensive law for fishing community spatial management.
2) Policy recommendations
■ To clearly define the development, use, and management directions and goals based on the “essence of fishing communities” and to enhance the effectiveness of the fishing community space management system, spatial management strategies are proposed in a phased approach.
- First, categorize fishing community spaces as workplaces, living spaces, and recreational spaces, and designate fishing community use zones as follows: ⅰ) Fishing Activity Protection Zone, ⅱ) Fishing Activity Support Zone, ⅲ) Fishing Community Special Development Zone, ⅳ) Living Environment Improvement Zone, ⅴ) Fishing Heritage Conservation Zone, ⅵ) National Outskirts Support Zone, ⅶ) Leisure and Recreation Zone, and ⅷ) Fishing Community and Port Revitalization Zone.
- Second, divide the roles of the central government, local governments, and specialized institutions into three stages: ⅰ) establishing and strengthening the foundation for fishing community space management, ⅱ) formulating and implementing fishing community space management plans, and ⅲ) evaluating and supporting fishing community space management.
4. Expected Outcomes
1) Policy effects
■ Proposal for an integrated spatial management plan for fishing grounds, ports, and fishing communities based on the essence of fishing communities
- Emphasizes the necessity of legal and institutional restructuring to enable a bottom-up approach in which local governments develop and implement fishing community spatial plans and projects according to their conditions and policy intent.
- Provides a holistic spatial management approach aimed at promoting the economic, social, and environmental sustainability of fishing communities, enabling the resolution of issues within the existing dualized management structure of fishing grounds and ports.
2) Social and economic effects
■ Enhancing regional identity and fostering social cohesion through the essence of fishing communities
- Anticipates the use of fishing community spaces as multifunctional areas, combining the roles of workplaces and living spaces centered on fishing with additional functions and values, including recreation, tourism, and culture.
- Anticipates improved economic sustainability of fishing communities through the integration and discovery of various resources, laying a long-term foundation for the development of fishing communities based on their unique characteristics.
