토지의 효율적 이용 및 등록을 위한 지목 세분화 방안 : 남양주시를 중심으로 = he Segmentation Strategies of Land Category for the Efficient Land Use and Registration

국문 초록 (Abstract)

지목은 토지의 소재, 지번, 경계, 면적, 좌표 등과 함께 필지를 구성하는 요소로 토지의 주된 사용목적에 따라 토지의 종류를 구분하거나 표시하는 역할을 한다. 경제 · 사회 분야가 고도로 발전함에 따라 토지이용이 수평적 · 수직적으로 다양화되고, 산업현황 분석을 위하여 지적공부 등록정보를 다양하게 이용함으로써 토지현상을 나타내는 지목의 중요성이 높아지고 있다.
우리나라는 도시화, 산업화, 정보화가 짧은 기간 내에 급격히 이루어지면서 지목 수가 증가하여 지목의 양적인 발전은 이루어졌다고 하겠으나 질적인 측면은 초기의 지목제도의 구성 그대로 단순 표현방법으로 일관하고 있어 발전 수준이 미미한 실정이다. 과거의 지목은 단순히 과세를 위한 기초정보였지만 현대 사회에서는 토지의 이용이 복잡하고 다양해짐에 따라 토지의 용도를 다양하게 구현하기 위한 체계적이고 효율적으로 재구조화된 지목제도가 필요하게 되었다.
이에 본 연구에서는 지목세분화 방안을 제시하기 위하여 국내의 연구동향 및 문헌, 지목의 일반적 이론, 지목제도의 변천사, 외국의 지목 분류체계의 현황 및 특징, 우리나라 지목 분류체계의 현황, 연구 대상지역 조사를 통한 현행 지목의 문제점을 분석하였다. 이러한 분석을 통해 현실적이고 실질적인 방법으로 지목분류를 개선하여 토지 관리의 효율성을 도모하고, 토지관련 분야에 공동 활용이 가능하도록 지목분류의 세분화 방안을 마련하였다. 지목의 막연한 세분화가 아닌 기존의 지목체계들을 유지하면서 현행지목에 추가되어야 할 지목을 선택하여 분류를 해보았다. 대지목을 통해 추후에 생길 다른 지목의 기준이 되게 하였고, 현행지목에 몇 개의 지목을 추가시켜 소지목으로 세분화하였다.
세분화된 지목체계가 지목정보로서의 가치를 얻기 위해서는 개선안으로 제시된 분류체계와 이에 부합되는 실질적인 토지현황관리 기법을 도입하여 병행 실시하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

The primary purpose of land category is to classify and indicate types of land followed by main purpose of its use. The land category is a main component of land parcel area working together with location, parcel number, boundary, size of land and coordinates. As the socioeconomic status has highly developed, vertical and horizontal integration of land use becomes so common and attribute information from the cadastral record is more variously in use. The demand of service is thus significantly increased.
South Korea has developed into urbanized, industrialized and informationized one within a short period of time. Although the quantity of land categories has dramatically increased during this time, the structural problem of land category lacks the services. Land category in the past is a subset of simple information for taxation purpose whereas modern society requires more efficient and restructured land category system to indicate a variety of land uses and its realization.
This study demonstrates the problems under the current land category system while investigating in the study area, recent trends of related studies, literatures, common theories, history and etc. Through the analysis this study establishes practical measures to classify land category and draws the segmentation strategies of land category which is the basis of efficient land management system. Under the establishment of former land category system, this study suggests newly categorized items in accordance with the current trend and then segregates them with subcategories.
This study concludes that both promotion of segmented land categories and management strategies in land use play a key role for efficient land category system.
