동서독 지자체의 교류경험과 한국에 대한 시사점 = Local Authorities’ Exchange-Cooperation between East and West Germany and its Implications on the Korean Peninsula

This article examines the historical background of exchange cooperation at the local level between East and West Germany, and its performance and limitations. From a historical viewpoint, East Germany took a positive view on the sisterhood relationship during the Cold War era, but changed it in the process of detente. The local exchange-cooperation between East and West Germany had fruitful outcomes as well as limitations. The sisterhood ties created a social basis favorable to unification by strengthening the national feeling of unity in the long term. After the fall of the Berlin Wall, the financial and human support of Western sister cities contributed to the reconstruction of the administrative structure in East Germany in a very short period. Nevertheless, the German case shows some limits in exchanges and cooperation. Above all, it was not a facile matter to conclude a sisterhood agreement with East German counterparts. Human contact was very limited. In terms of cost sharing, the hosts paid local expenses while the guests paid for their own travel expenses. This balanced and reciprocal cost sharing principle should likewise be adopted in the Korean peninsula.

국문 초록 (Abstract)

이 글은 동서독의 지자체 교류협력의 실태와 역사적 배경을 살펴보고, 그 성과와 한계에 대하여 검토하였다. 동서독의 도시 자매결연을 역사적으로 보면, 냉전시기에는 동독이 적극적이었으나, 데탕트 시기에는 서독이 적극적이었고, 그 결과 동서독의 자매결연은 대체로 동독이 원하는 방향으로 진행되었다. 그럼에도 불구하고, 서독은 일정한 성과를 얻었고, 동시에 한계도 경험했다. 동서독 자매결연이 독일통일에 직접적으로 기여한 것은 아니지만, 장기적으로 민족의 동질성을 높임으로써 통일에 유리한 사회적 기반을 조성하였으며, 베를린 장벽의 붕괴 이후 통일을 불가역적으로 만드는 데에 기여하였다. 또한 동서독의 자매결연은 통일 직후 빠른시일 내에 동독의 행정을 재건하는 데에 기여하였다. 하지만 독일의 사례는 교류협력의 한계도 보여주고 있다. 무엇보다도 동독의 지자체와 자매결연 협정을 체결하는 것이 쉽지 않았다. 또한 주민 간의 진정한 인적 교류가 제한되었다. 동서독의 경우, 초청자 측은 현지비용을, 방문자측은 여비를 부담하였다. 우리의 경우에도 남북한 지자체 교류가 퍼주기 비난을 받지 않기 위해서는 균형적 비용분담의 원칙에 합의하고 지키는 것이 필요하다.
