    Reigeluth(1995) classified instructional contents into facts, concepts, principles, and procedures, based upon Merrill`s component display theory. This paper explained how we can teach procedural task, based upon how students learn procedures. Students learn how to perform procedures by taking acquisition and application phases. At the acquisition phase, learners are provided with the generalty and examples of the procedure; also, at the application phase, they practice how to perform procedures with examples unencountered before. There are two kinds of instructional strategies for teaching procedures: routine tactics and enrichment tactics. The former relate to `explanatory versus `inquisitors and `deductive versus `inductive method. The latter is to complement and enrich the instructional developer`s use of the routine tactics. At the acquisition and application phase, instructional developers have to use these routine tactics and enrichment tactics. The limitation of this paper is that the author`s discussion focuses on only how to teach procedures without considering how to teach the entangled structure of procedures, principles and concepts in the real world problem-solving.
