The paper-land-registration map which was created through the completion of land examination project in 1910's is now being changed to a electronic land registration map by the development of electrical equipment and information technology and the electronic land registration map is now being used.
KLIS(Korea Land Information System) for making full use of electronic land registration and connecting with electronic land registration has been set up and being operated but yet the actual land information has never been updated and still operated without changing since. It was registered in the first place.
Therefore, the structure registration is essential to offer the high quality land information and total real estate management system by registering correct information onto the electronic land registration map for the purpose of expansion of land information.
This survey tries to provide a solution which makes it possible to register the structures with correct structure measurement and analyzation of exact spot in the Digital map.
The range of this study is that except chuncheon-si onui-dong 530, 300 parcel of Numerical terrier enforcement area where is considered to be the suitable place for surveying and analyzing. This is the summery of detailed study below.
I used the field that pen-computer installed professional land surveying software, 'Cmapper Program' which is developed by Korea Cadastral Survey Corporation and the Topcon Gts-313 Electronic total station as a surveying equipment.
The CIF file was also used as a land drawing file which had been extracted from KLIS connection system.
Lastly, I used aerial photograph which was taken in 2001 as a Digital map.
The way of surveying was to adjust with actual surveying outcome Sample structure by Total surveying system and register the target structure in the Digital map. Point of the registered structure would be analyzed and observed through site demobilization surveying and also examined the corner of each structure to analyse them theoretically.
The result of analysing structure location accuracy between the actual surveying outcome and Digital topographic map shows that there is little discrepancy of 0.16m which is fine but some outcome indicates quite big discrepancy of 0.40~0.66m.
Based on the study, I have concluded that the solution of registering structures which abide by character of cadastre and allowable error in cadastre law here is the suitable way of surveying below,
1) Total Surveying System : Numerical Terrier area
2) Proper combination of Digital map and Total Surveying System for urban area in Drawing area
3) Registering by numerical map in suburban area
Through this study, I suggest that we have to solve the inconsistency problem between Digital map and Cadastral map coming from the difference between datum point system and projection method to guarantee the accuracy of the outcome of Digital map and also, we desperately need the cooperation of land surveying experts and Digital map providers to solve the problems above and do better performance so that we would be able to improve land surveying quality management.
