This study investigated the relations of program evaluation, learning achievement, self-regulating learning ability, and learner profile of web-based training programs for kindergarten teachers. Learner-related factors, such as learner profile and self-regulating learning ability which have an effect on learning achievement and program evaluation of web-based training programs implemented for kindergarten teachers were identified. Results showed that web-based training program improved self-regulating ability for kindergarten teachers. Also, the degree of elaboration about learning contents, seeking help positively, control of belief about learning were identified as key factors which explain the degree of program evaluation. Self-efficacy was found to be a key factor for learning achievement. Interestingly, teaching experiences predicted related factors of self-regulating learning ability. Time to occupied for learning, experience in the field of early childhood education, the number of web-based training courses taken predicted the degree of program evaluation. Finally, age, teaching experience and computer skills were found to be important predictive factors for learning achievement. Based on the findings, strategies for design and implementation of effective web-based training program for kindergarten teachers are needed to improve kindergarten's teachers' preparation.
