우크라이나 전쟁이 국제 안보정세와 한반도에 미치는 영향과 함의 = The Impact and Implication of the Ukraine War on International Security Landscape and the Korean Peninsula

The Ukraine War is an event in which the core values and norms of the US-led liberal rule-based order in the post-Cold War era, are directly challenged. While the leadership of the United States is weakening, great powers such as Russia and China are trying to present an alternative order to realize their own interests and values. As the competition for world order is intensifying, the symbolic event that opens the new chapter is the Ukraine war. The war has great implications not only for Europe's security landscape, but also for the global security situation, as well as East Asia and Korea. there is. If Russia's illegal war achieves territorial acquisition or expansion of its sphere of influence in some or all of Ukraine, this will have great implications for other countries. Also, if a military advantage is gained by using low-yield nuclear weapons in the course of war, this will also have great implications for other countries. All of these changes in the security environment surrounding South Korea have great meanings, so the analysis of the war in Ukraine is very meaningful. This article first examines the historical background and controversy surrounding the cause of the Ukraine war, and examines the implications of the war in international politics and security order. Following the analysis of changes in the security order in Europe after the war in Ukraine, the balance of power in East Asia and the Korean Peninsula issue, especially the North Korean nuclear issue, will be analyzed with their implications.

국문 초록 (Abstract)

우크라이나 전쟁은 탈냉전기 국제질서의 핵심 기반이었던 미국 주도 자유주의 규칙기반 질서의 핵심 가치와 규범들이 정면으로 도전받는 사건이었다. 미국의 리더십이 약화되는 가운데 러시아, 중국 등 강대국들은 자국의 이익과 가치를 실현하는 대안적 질서를 제시하고자 하고 있다. 세계질서 조성의 경쟁관계가 치열해지는 가운데 그 서막을 여는 상징적 사건이 우크라이나 전쟁이라는 점에서 이 사건은 비단 유럽의 안보 지형 뿐 아니라 전 세계의 안보정세, 그리고 동아시아와 한국에 주는 함의도 매우 크다고 볼 수 있다.
러시아의 불법적인 전쟁으로 우크라이나의 일부 혹은 전체에 대한 영토획득, 혹은 영향권 확대를 실현한다면 이는 다른 국가들에게도 큰 함의를 가질 것이다. 또한 전쟁 과정에서 저위력 핵무기를 사용하여 군사적 이점을 얻는다면 이 역시 다른 국가들에게 큰 함의를 가질 것이다. 한국의 안보환경에 이러한 모든 변화는 큰 의미를 가지므로 우크라이나 전쟁에 대한 분석이 의미가 크다고 본다.
이 글은 우선 우크라이나 전쟁의 역사적 배경 및 발발 원인을 둘러싼 논쟁을 살펴보고, 우크라이나 전쟁이 가지는 국제정치, 안보질서에 대한 함의를 살펴본다. 우크라이나 전쟁 이후 유럽 안보질서의 변화 분석에 이어 동아시아의 세력균형, 그리고 한반도 문제, 특히 북핵 문제에 주는 영향과 함의도 분석해 본다.
