우리나라 재난관리 예산배분의 정책방향 = Policy Direction of Disaster Management Budget Allocation in Korea

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to suggest some policy directions of government disaster management budget allocation for safe society. For accomplishing this purpose, we reviewed major discussions on the significance and process of disaster management, political- economic relationship between budget and disaster management, and some issues and problems of disaster management budget allocation, etc. Based on these review, this article suggested principal policy directions as follows; establishing the comprehensive disaster management budget preparation system, introducing MBF (Management By Fund) method for directing the local government, performing the long-term prevention and/or mitigation centered disaster management budget allocation policy, arranging the standard indices for implementing the disaster prevention and preparedness program in ordinary times, investing the budget for the new disaster type, preparing the effective using methods of disaster management fund, and establishing the flexible budget preparation and implementation system for the efficient recovery, budget allocation for both government and private sectors’ disaster management.

국문 초록 (Abstract)

본 연구는 안전한 사회를 만들기 위한 우리나라 재난관리 예산배분의 정책방향을 제시하는 데 목적이 있다. 이를 위해 재난관리의 의미와 과정, 예산과 재난관리의 정치경제적 관계, 재난관리 예산배분의 주요 쟁점과 문제점 등을 살펴보았다. 이러한 논의를 거쳐 본 연구에서 제시한 주요 재난관리 예산배분의 정책방향은 다음과 같다. 총괄적인 재난관리 예산 편성 체계의 구축, MBF (Management By Fund) 방식의 도입, 장기적인 예방 중심의 재난관리 예산배분 정책 실시, 지방자치단체의 평소 재난관리 예방사업의 집행을 고려한 예산배정 기준 마련, 신종 재난을 위한 예산 투입, 재난관리기금에 대한 효과적인 활용방안, 신속한 복구를 위한 탄력적인 예산 편성 및 집행, 재난관리 예산배분에 있어서 정부부문과 민간부문에 대한 예산배분.
