신생기술들에 대한 사전예방원칙 적용의 윤리적 근거 연구 = A Study on Ethical Grounds for Applying the Precautionary Principle to Emerging Technologies

국문 초록 (Abstract)

신생기술은 21세기 인류의 삶을 지배할 혁신적인 기술이다. 하지만 신생기술이 가져다줄 혜택 못지않게 내재된 위험에 대해 고민할 필요가 있다. 신생기술은 본성상 근대 기술과 다르며, 그 위력으로 인하여 위험성도 크다. 이 글은 주로 환경 문제에 적용되던 사전예방원칙을 신생기술에 적용할 필요가 있음을 주장한다. 사전예방원칙에 대한 상세한 분석을 통해 사전예방원칙 적용의 조건을 살피고, 대표적인 신생기술에 대한 고찰을 통해 신생기술에 내재된 위험을 성격을 규명한다. 사전예방기술은 심각하지만 과학적 확실성을 확보하지 못한 위험에 대해 사전대배적 조치를 취하는 것을 허용한다. 사전예방원칙에 대한 고찰을 통해 신생기술에 사전예방원칙을 적용할 필요성과 적합성을 주장한다. 신생기술은 내재된 위험의 심각성과 그 위험의 과학적 불확실성 때문에 다른 원칙보다도 사전예방원칙을 적용하기에 적절하다. 또한 그 위험의 성격은 사전예방원칙과 같은 선제적인 조치를 요구하며, 신생기술에 내재한 위험의 성격을 고찰할 때 사전예방원칙의 적용은 윤리적으로 정당하게 요구될 수 있다.

다국어 초록 (Multilingual Abstract)

Emerging technologies are the revolutionary one that will be dominant over human life and society in 21 century. Emerging technologies make great benefit, but we are concerned about their potential risks. The precautionary principle can be applied if an action or policy has a suspected risk of causing harm to the public or to the environment, in the absence of scientific evidence that the action or policy is not harmful. I claim that the precautionary principle have to be applied to emerging technologies, i.e. nanotechnology, biotechnology, information communication technology, and cognitive neuroscience etc. First, I will analysis the principle in order to figure out the conditions to apply the principle to emerging technologies. And I will investigate the characters of risks which are inherent in emerging technologies. The risks of emerging technologies are serious and scientifically uncertain. Precautionary principle is applicable to emerging technologies because the risks of these technologies are expected to be greatly severe and lack of scientific evidence. The scale and depth, severeness of the risks of emerging technologies call for the anticipatory action such as precautionary approach. And I will summarize some reasons to apply precautionary principle to emerging technologies. Finally, I will suggest the possibilities of ethical justification to examine some ethical theories.
