아제르바이잔 체제전환 전략과 경제발전 = Transition and Economic Development in Azerbaijan

국문 초록 (Abstract)

본 논문은 체제전환에 대한 이론적 고찰을 통해 아제르바이잔의 체제전환전략 분석과 경제성장에 미친 영향을 평가하는 것이다. 소련체제의 유산과 국내외 환경은 시장경제로 전환하는 아제르바이잔에게 어떠한 영향을 주었고, 이는 체제전환 정책 수립 과정과 연계성을 갖는가? 그리고 체제전환 정책으로 결정된 급속한 개혁 정책의 방법과 내용은 무엇인가? 이러한 체제전환 정책은 아제르바이잔 경제성장에 얼마만큼의 영향을 주었는가? 마지막으로 2000년대 이후 급속한 경제성장의 원동력은 무엇이었으며, 에너지산업은 아제르바이잔의 지속가능한 경제성장을 가져다 줄 수 있는가를 살펴보는 것이다.
아제르바이잔은 다른 CIS 국가들과 마찬가지로 비슷한 시기에 시장 경제로의 체제전환을 실시하였다. 소련이라는 같은 체제에서 출발한 만큼 초기조건은 유사했지만, 풍부한 부존자원은 아제르바이잔에게 긍정적인 영향을 주었다고 할 수 있다. 그러나 가격자유화와 사유화로 대변되는 급속한 개혁정책은 기대보다는 심각한 경제적 어려움을 가져다 주었다. 이후 서방기업의 아제르바이잔 에너지 산업에 대한 투자와 국제 에너지시장의 유가상승으로 1990년 경제상황과 유사한 CIS 국가들의 경제와 비교하여도 높은 경제성장을 기록하였다. 이 만큼 에너지 산업은 아제르바이잔의 경제성장을 이룩하는데 결정적인 역할을 하였지만, 2008년 글로벌 금융위기가 보여주듯이 에너지 산업이 의존한 취약한 경제구조의 문제점도 여실히 보여주었다. 향후 아제르바이잔의 지속가능한 경제성장을 이룩하기 위해서는 불균등한 경제구조 개편, 투명한 경제 환경 조성, 새로운 대체 산업의 육성, 부정·부패의 척결이 우선시되어야 한다.

다국어 초록 (Multilingual Abstract)

This paper mainly aims to analyse, based on theoretical framework of transition, Azerbaijan's transition strategy and to assess its influences on the economic performance. We estimate and characterize Azerbaijan's conditions inherited from the past and the meaning of its transition strategy, and their impact upon economic performance of the country. How Azerbaijan's transition impact to economic growth, would its affluent resources including oil and natural gas.
In transition period Azerbaijan has similar conditions, like CIS Countries. But difference points compared with other countries, Azerbaijan has big potential of energy resource. And transition strategy, including price liberalization and privatization was narrow in its focus and addressed the wrong issues. Relatively quickly Azerbaijan could be overcome economic crisis, as new oil discoveries, alternative pipeline routes and soaring oil prices fuelled the oil boom. Current economy of Azerbaijan is dominated by the oil industry. The Government is giving a special importance to the development of the energy sector and skillful exploration of the national resources. In spite of the fact that the major part of economy is based today on oil production and its export, the country moves towards the comprehensive development in all spheres of the economy. For rebuilding of old soviet industry Azerbaijan continues to make efforts for the further improvement of business climate, development of small and medium sized
entrepreneurship, providing for new work places.
Sustainable economic growth depends on program of creating a new legal basis for the economy transformation, updating, and on many cases adopting brand-new pieces of legislation. And the ultimate goal of the Government is to create similar level of trust among foreign investors in the non-energy sector, as it was done for the oil companies.
