This thesis is a paper on the basic facts of 'the Inauguration' that enabled 'the Cho-Sun Labor Union National Council'(hereinafter referred to 'the Council') to be born. The Inauguration was a supreme decision making organ to form the Council itself. It was also a representative organ that was composed of union members and decided the basic rule of a labor movement, such as the aim of the Council. Through this study we can see how much Council was free from the capital and the capitalistic state, moreover we can also get a knowledge of how much the procedure democracy and the actual democracy were realized as democracy in a labor union.
There were 3 main bodies that formed the Council; an arrangement committee, more than 210,000 union members belonged to 1,194 nationwide union branches in main industrial cities and 515 representatives elected by union members. The representatives organized 17 nationwide vertical unions in Seoul and standing on the basis of them they held Inauguration in November 5 to 6, 1945. That show they followed democratic procedure to form the Council.
According to 'the Council Agreement' which was enacted during the Inauguration, the operation of the Council aimed for democratic convergent system. In that way the executive committee, the subordinate unions and union members tried to operate in a solidarity, cooperative and self-government, self-control relationship on the basis of their mutual aim and method. Of course they also tried to get managing funds of the Council by collecting a membership fee and donations. That shows they tried to keep independence and democracy in operating the Council.
The aim of the Council, made during the Inauguration, was having union members execute 'General Conducting Principles'. The 'Principles' actually limited the projects and the movements of the Council and the executive committee's line of action. The 'Principles' didn't essentially sublate 'capital and work for wage' relation but tried to achieve maximum democracy within that relation. Within that limit the Council tried to embody the union's actual democracy.
Historically that 'Principles' excluded the greatest principle, 'building laborers and farmers Soviet' and 'the private property abolition' movement executed by Cho-Sun Communist Party rebuilding group and revolutionary labor union movement group in early 1930s. That is to say the Council succeeded the greatest principle of Cho-Sun communist Party rebuilding group and anti-fascio People's Front or anti-imperialistic Nation The United Front of revolutionary labor union movement which existed in late 1920s and late 1930s.
