파리 오스만 도시정비사업에 의한 근대 도시계획제도 도입 및 발전 연구 = Introduction and Development of Modern Urban Planning Institutions in Haussmann's Renovation Project of Paris

국문 초록 (Abstract)

1853년부터 3차에 걸쳐 시행된 파리 오스만 사업은 극도로 열악하고 밀집된 도시에 대규모 가로정비사업을 중심으로 기반시설을 확충하고 도시 미관을 개선한 의미를 지닌다. 이 사업은 또한 도시의 물리적 정비와 함께 사업추진을 위한 근거법령 및 재원조달 방안 마련을 통해 근대적 도시정비사업 시행의 기초를 다진 의의를 지닌다. 이에 본 논문은 오스만 사업 시행을 위해 도입된 제도를 고찰하고 이의 변화 및 발전을 근대 도시계획의 발달과정으로 검토한다. 오스만 사업에서 가로 개설을 위해 활용된 토지수용제도는 사업 시행 재원 마련의 수단으로 사용되었고, 통일되고 웅장한 도시 미관 형성을 위해 건축물의 폭과 높이 규제, 세부적 입면장식의 규제가 제도화되어 도시계획 규제가 최초로 적용되었다. 또한 사업재원의 마련을 위해 채권이 도입되고 파리 시내 금융담당기관이 설립되었으며 다양한 재정 마련 기법이 발달했다. 한편 오스만 사업은 민간자본을 활용하고 매각한 토지를 민간사업자와의 연계를 통해 사업을 추진한 특성을 지닌다. 오스만 사업을 추진함에 있어 파리 시는 다양한 사업 시행방식을 활용했고 중앙정부와 협약, 사업의 양도 등 다양한 방식을 통해 도시계획사업을 추진했다. 이와 같은 제도적 발달로 인해 오스만 사업은 근대적 도시계획사업으로의 의의를 지닌다. 이러한 연구는 기존의 도시공간의 변화 및 정비위주로 조명된 오스만 사업을 오늘날의 도시정비사업과 유사한 방식으로 진행되는 제도에 기반을 둔 근대 도시정비사업으로 고찰한 의의를 지닌다.

다국어 초록 (Multilingual Abstract)

Haussmann's renovation project of Paris, begun in 1853 and implemented by three times, ameliorated urban environment by constructing roads and infrastructures, sterilizing unhygienic blocks, improving urban landscape and reducing urban density. This operation is also significant for enactment of modern regulations, which includes development of urban planning regulations, financial methods and operating systems. This change invited the new modern era in urbanism. Therefore this study aims to examine transformations of urban planning institutions caused by implementation of Haussmann's operations. In Haussmann's urban renovation operations, the expropriation of land is used as a tool for fund supply. Architectural and urban regulations, such as limit of length and height of buildings and control of facade decoration, are also introduced for the first time in urban planning. As a financial method, bonds are applicated and financial office is created by the city. Haussmann's renovation projects were proceeded with private capital, in corporation with private sectors. Operations were conducted by contracts between central and municipal governments. Concession of operations is also introduced. These characters of Haussmann's projects brought the beginning of modern urban planning. In compare with precedent studies, concentrated in spatial transformation of Paris, this research is significant through examination of Haussmann's project as the start of modern urban planning institutions, which is similar with implementations of current urban projects.
