The concentration of higher education institutions in metropolitan areas andthe decline of local regions in South Korea have deepened institutionalhierarchies and accelerated the outflow of regional talent. This study exploreshow national universities can function as regional innovation anchors bycomparing the University of California (UC) system and Université Paris-Saclaythrough a comparative education perspective. Drawing on the OECD’sBenchmarking Higher Education System Performance framework and globaluniversity ranking indicators, the analysis focuses on five dimensions:governance, finance and human resources, accessibility and equity, educationaland research outcomes, and community engagement. The findings reveal thatdespite distinct institutional contexts, both universities have redefined their rolesas anchor institutions driving regional innovation. Based on these insights, thestudy proposes policy directions for Korean higher education, includingbalancing autonomy with accountability, diversifying financial resources forsustainability, pursuing region-specific specialization, and strengthening institutionalpartnerships with local communities.
