6.25전쟁 참전유공자 사례를 통해서 본 한국 보훈정책 = Korean Veterans' Policy through the Case of the Korean War Veterans

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the present situation and problems of Korean Veterans' Policy on 6.25 veterans and to suggest ways to improve them. Furthermore, when the North Korean army is rapidly advancing at the time of the Korean War, we will quickly explore the Korean peninsula issue based on the UN security system and look for the direction of the veterans project and the diplomacy of the patriots for the 16 countries.
As of 2017, the Korean War veterans were aged at an average of 87, and their lives are suffering from deteriorating economic life. 6.25 Veterans' services and treatment improvement should be urgently implemented in accordance with the characteristics of the veterans of war.
First, as veterans become aging, we should give them the utmost courtesy. Second, it is very important to strengthen access to these services to suit each trait such as realization of veterans' benefits, establishment of medical support system, funeral service etc. Third, in order for veteran diplomacy to develop to a higher level, it is necessary to establish a system of interest and support for the ministerial level because the Ministry of Veterans Affairs is limited. In other words, there should be an institutional mechanism for priority consideration of the United Nations participating countries.
Finally, the discovery of the 6.25 veterans which commenced in 2014 should be promoted promptly, and the completion of the identification of 420,000 unregistered citizens should be supported and honored as national merit.

국문 초록 (Abstract)

본 논문의 연구 목적은 6.25 참전유공자를 통해서 한국 보훈정책의 현주소와 문제점을 분석하고이에 대한 개선방안을 제시하는데 있다. 더 나아가 6.25전쟁 당시 북한군이 빠른 속도로 남진하고있을 때 UN의 안보제도를 바탕으로 한반도 문제를 신속하게 다루며 참전한 16개 국가에 대한 선양사업과 보훈외교의 방향에 대해 모색해보고자 한다.
2017년 현재, 6.25참전유공자는 평균 연령이 86세로 급속히 고령화 되어 가고 있고 경제생활의악화로 생활의 어려움을 겪고 있다. 6.25참전유공자의 특성에 맞게 보훈서비스와 처우개선이 시급하게 이루어져야 할 것이다. 첫째, 6.25 참전유공자가 고령으로 인해 여생이 얼마 남지 않아 살아계시는 동안 최대한의 예우를 해야 할 것이다. 둘째, 참전유공자의 보훈 서비스는 각각의 특성에적합하도록 강화하는 것이 매우 중요하다. 보훈급여의 현실화, 의료지원체계 구축, 사망시 예우 등등. 셋째, 보훈외교가 한 차원 더 높이 발전하기 위해서는 보훈처만으로는 한계가 있으므로 범정부적 차원의 관심과 지원 시스템을 구축할 필요가 있다. 다시 말하면 소관 업무별로 유엔 참전국을우선적으로 배려하기 위한 제도적 장치가 있어야 한다는 것이다. 마지막으로 2014년 시작된 6.25 참전유공자 발굴 사업은 신속히 추진하여 참전 미등록자 42만 명의 신상확인을 마무리하여 국가유공자로서 예우와 지원을 실시해야 할 것이다.
