한-미 FTA와 개성공단 = 갈등과 쟁점

다국어 초록 (Multilingual Abstract)

Whether products from the Gaesong Industrial Complex(GIC) in North Korea could be accepted as those made in Korea in terms of the rules of origin eventually depends on coordination of different approaches between South Korea and the United States of America. The issue of the GIC is a kind of the question of tariff. The point is that North Korea should be removed politically from the list of state supporters of international terrorism and from the target of the Act of Trade with Enemy. If diplomatic relations between Washington and Pyongyang would be normalized and North Korea would become a member of the WTO, the immediate effect would be to allow North Korean exports to the United States to enter at the normal tariff rates. Thus, when South Korean government hardly sticks to the issue of the rules of origin in the negotiation of KORUS FTA, there is strong possibility of economic loss so much more than gain from America's concession. In this context, it is necessary that South Korean government reconsider whether its highest priority of the policy in the Korea-US FTA should be put on the issue of the rules of origin of the goods produced in the GIC. It seems to be desirable for the issue to be consulted in the other channel for coordination of North Korea policy between South Korea and the U.S. with promoting trust of two countries.
