인공지능(AI) : 트럼프 1기 대통령실 주요 문서 분석 및 2기 정책방향 조망에의 함의 = Artificial Intelligence (AI) : Analysis of Documents of the First Trump Administration and Its Implications

국문 초록 (Abstract)

본고는 미국 대외정책의 맥락에서 트럼프 2기 행정부의 AI 정책 방향을 보다 체계적으로 조망해볼 필요가 있다는 문제의식에서 출발한다. 미 대통령이 정책 방향을 제시할 때 활용하는 대표적 수단은 연두교서와 대통령 행정명령(Executive Order)이다. 특히 트럼프 1기 행정부 초반 3년간 서명한 행정명령이 137건에 이를 정도로 트럼프 대통령은 행정명령을 적극적으로 활용했다. 아울러 국가안보전략(NSS)과 같이, 대통령실 차원에서 발표되는 전략문서도 미 정부의 정책방향을 파악하는데 도움이 된다. 트럼프 1기 행정부 대통령 및 대통령실 차원에서의 AI 관련 내용을 담은 문서로서는 우선 백악관 명의로 발표된 국가안보전략(2017.12.)이 있다. 동 전략은 미국의 번영과 안보라는 측면에서 AI 이슈를 언급하였다. 2019년 2월 발표된 연두교서에서 트럼프 대통령은 미래 첨단 산업 투자의 중요성을 역설하였다. 같은 달 트럼프 대통령은 AI 관련 행정명령 제13859호를, 대통령실 과학기술정책실(OSTP)은 동 행정명령에 기초해 “미국 AI 이니셔티브(American AI Initiative)”를 발표했다. 이후 2019년 6월 대통령실 산하 국가과학기술위원회는 “국가 AI R&D 전략계획"을 발표했다. 이 일련의 문서들은 '미국 우선주의'에 기초하여, AI 분야의 정책을 구체화해 나간다는 동일한 맥락 속에 있다. 상기 1기 트럼프 행정부의 AI 정책 관련 문서를 검토한 본고의 논의는, 2기 트럼프 행정부의 AI 정책을 조망하는데 함의를 제공한다.

다국어 초록 (Multilingual Abstract)

This paper begins with the academic and practical necessity of examining the AI policy directions of the upcoming Trump administration. To do so, firstly, this article reviews the types of documents that the US President and his office publish and secondly, this article analyzes the documents of the first Trump administration regarding AI policy. State of the Union Address and executive orders are major forms that the US president uses to announce his policy direction. In addition, strategic papers published by the White House and its sub-branches, such as the National Security Strategy(NSS), are helpful for understanding the policy orientation of the US President and his office. The first Trump administration published a series of policy documents in the field of AI such as: NSS of December 2017, State of the Union Address, Executive Order 13859 and American AI Initiative published by the Office of Science and Technology Policy (OSTP) in February 2018. In addition, National Science and Technology Council released National AI R&D Strategic Plan: 2019 Update. These documents lies in the same context that the first Trump administration aimed to materialize rules on AI under ‘MAGA’ policy. The review helps to prospect upcoming Trump administration’s AI policy.
