지구단위계획의 적용에 따른 신도시 준주거지역 조성 실태 분석 = (An) Analysis on the Actual Condition of the New Town According to Introducing District Units Plan

The District Unit Planning (DUP) system, which was introduced in the revised Urban Planning Law in 2000, is a policy for a specific planning activities in Urban area. But the DUP is not new system because it has the planning elements in the Urban Design System(l981) and the Detailed District Planning ( 1991).
The purpose of this study is to find out improvements and problems through analyzing the present status of urban development by regulation of the District Unit Plan(DUP) guidelines and it's application. With these consideration in mind, we focused on the District Unit Plan(DUP) in the selected case-area which is new development in Daejeon Metropolitan City.
This study consists of following three parts :
First, the theoretical background on the DUP-guidelines, regulations and control elements in urban design were reviewed.
Second, we carried out the comparative analysis between the control elements and the DUP-guidelines which requires in urban development. The framework for this analysis consist of the problems and devices in DUP which are as follows : ① scale of buildings, ② regulation of building-use, ③ situation of buildings, ④ exterior of buildings, ⑤ parking, ⑥ vehicles. And these can be categorized in six types. The first type is the regulations of site included land-use. The second type is the scale of buildings included the floor area ratio and building height. The third type is the regulation of building use. The fourth type is the situation of buildings, which is open space of building front. The fifth type is the exterior of buildings, which contains finishing method of wall surface, color, roof, screen wall, external staircase. The sixth type is parking and vehicles, which contains parking area, vehicular entrance, and vehicular path.
Third, we had the evaluation of the control-elements of DUP in terms of three aspects : ① Constitution which are related to the subject of regulation, a form of regulation. ② Operation which are related to the degree of regulation, exceptional items. ③ Appraisement which are related to the degree of observance for regulation, the outcome for regulation.
The major results of the analysis in this study are as follows.
1) The aim of basic planning in the new town development are not reflected in the regulation of District Unit Plan (DUP) guidelines
2) In case-area, the control elements which adapted to the area of District Unit Plan(DUP) are not different the urban planning area.
3) The control elements of District Unit Plan(DUP) guidelines in case-area didn't have effectiveness in practice.
4) The land-use in the development-area often changed or disappeared when the development finished,
This study suggested into ① introducing of proper control elements ② management of specific control elements ③ exclusion nominal control elements ④ a proposition for District Unit Plan(DUP) guidelines of use and management.
