독일의 ODA 정책과 인간안보 = German ODA Policy in Light of Human Security

국문 초록 (Abstract)

이 논문은 독일의 ODA정책을 인간안보의 측면에서 분석한다. 합의가 어려운 인간안보라는 정의의 늪에서 빠져나와 학문적 및 실천적으로 기여할 수 있는 방안으로 롤란드 파리스(Roland Paris)의 제안에 따라 인간안보를 안보 위협의 원인과 안보대상을 기준으로 국가안보와 인간안보라는 범주로 구분해 실제 상황에서 구체적인 질문을 답변했다.
이를 위해 본고는 독일의 외교 및 공적개발원조(ODA) 백서와 천년목표달성을 위한 행동프로그램(Program of Action 2015: PA2015) 문서에서 인간안보의 개념을 전체 문맥에서 비판적으로 분석했다.
분석 결과 공적개발원조 백서(2008년 간)와 PA2015(2001년 발간)에서 나타난 인간안보 개념이 매우 유사했다. 두 공식문서 모두 인간안보라는 개념을 명확하게 규정하지 않았지만 인간안보가 사회적, 정치적, 경제적, 환경 분야를 포괄하며 개발원조 정책이 인간안보 확보를 목표로 해야 한다고 주장했다. 파리스의 안보 매트릭스 분류에서 비군사적인 분야(안보 위협의 요인), 개인의 안보(안보 대상) 범주에 든다. 파리스의 경우 사회와 그룹 혹은 개인이 안보대상에 있지만 이 부문은 개인에 초점을 두었다. 빈곤이 폭력을 부추기며 책임있는 거버넌스 체제가 인간안보에 기여한다고 적고 있다.
우리 정부는 2010년 경제협력개발기구(OECD) 개발원조위원회(DAC) 가입에 따른 후속조치의 하나로 국내의 ODA 관련 제도적 틀을 구비했다. 그러나 외교백서나 ODA 관련 공식문서 그 어떤 것도 인간안보를 언급하지 않았다. 그렇지만 우리 정부가 ODA 선진화에 큰 중요성을 부과하고 있다는 점에서 ODA와 인간안보의 연관성은 중장기적으로 고려될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This paper seeks to analyze German Official Development Assistance (ODA) Policy in light of human security. Taking Roland Paris’s argument, it tries to answer the practical questions based on the categorization of the security into sources of security threat and security for whom.
Two official German government papers, Auf dem Weg in die eine Welt: Weissbuch zur Entwicklungspolitik (White Book of the ODA Policy, 2008) and Program of Action to Halve the Global Poverty (2001) are critically examined with a view to scrutinize the concept of human security and its actual usage in them.
The analysis reveals that the German government set the guarantee of human security as one of the main objectives of its ODA policy. The concept involves social, political, economic and ecological aspects as well. It also shows that for the German government, poverty incites violence and a responsible governance system would make contribution towards enhancing human security.
