위기상황과 국가정보의 상관관계 연구 - 정보의 적시성과 정확성을 중심으로 - = A Study on the Correlation between Crisis Situation and National Intelligence

다국어 초록 (Multilingual Abstract)

The national crisis and intelligence have a close relationship. This is because intelligence can determine a crisis and switch to a crisis management system by intelligence, and intelligence can establish an effective response strategy. In the traditional viewpoint, a crisis can be called a 'urgent situation in which unexpected situations have occurred between countries are escalating tensions, and a situation that is not yet at the stage of war but is likely to escalate into a war.' That is why it is important to quickly switch to a crisis regime, which is only possible through the rapid production and dissemination of intelligence. On the other hand, the accuracy of intelligence becomes even more important because after the transition to a crisis management system, the response to the other country's provocations and the counterresponse are repeated. However, for many reasons, intelligence is not disseminated in a timely, resulting in a delay in the time to declare a crisis, and in some cases, after the transition to a crisis management system, the accuracy of the intelligence compromised and the effective response is not possible. Therefore, this study aims to analyze the reasons for the importance of crisis judgement and timeliness of intelligence, crisis management and accuracy of intelligence, and to suggest measures to improve timeliness and accuracy.

국문 초록 (Abstract)

"국가 위기와 정보는 밀접한 관계를 가지고 있다. 정보에 의해 위기를 판단하고 위기관리체제로 전환할 수 있으며, 정보에 의해 효과적인 대응전략을 수립할 수 있기 때문이다. 전통적 의미에서 위기란 ‘국가 간 예상하지 못한 상황이 발생하여 긴장이 고조되고 있는 긴박한 상황이며, 아직 전쟁단계는 아니지만 전쟁으로 비화될 가능성을 가지고 있는 상황’이라고 할 수 있다. 그렇기 때문에 신속하게 위기체제로 전환하는 것이 중요하며, 이것은 정보의 신속한 생산과 전파에 의해서만 가능하다. 한편, 위기관리 체제로 전환 이후에는 상대국의 도발에 대한 대응과 역대응이 반복되기 때문에 정보의 정확성이 더욱 중요해진다.
그러나 여러 가지 이유로 정보가 적시에 전파되지 못함으로써 위기선포 시간을 지연시켜 대응시간을 상실하기도 하며, 위기관리체제로 전환 이후에는 첩보가 충분함에도 불구하고 정확성이 저하되어 효과적인 대응을 못하는 경우도 있다. 따라서 본 연구는 위기 판단과 정보의 적시성, 위기관리와 정보의 정확성이 중요한 이유와 상관관계를 분석하고 적시성과 정확성을 향상시키기 위한 방안을 제시하고자 하는 것이다."
