This study examines environmental regulatory and regulatory resistance for the case of Pyeongchang study area. The effect of environment regulatory on region development is analyzed using GIS, and examined with respect to regulatory resistance.
The analysis of environmental regulatory and regulatory resistance was performed in three stages. First, the development potential of each point of study area was estimated. Although it was decided that the level of area development potential should satisfy universal standard, but premising that the standard which considers the area's specific characteristics should be applied, an effort was made to reflect the present state of the area where the development has already been accomplished.
Next, regulatory map was constructed using environmental regulatory thematic maps. On the map, among public service forests and forest production districts, the national forests, forests reserved for protection of water resources, national parks within the protected region and Bakdudaegan were charted as related to the protected forest resources. Using this constructed regulatory map and the national environment evaluation map from the Ministry of Environment, the regulatory level of study area was analyzed.
Finally, to analyze regulatory resistance, by overlaying development possibility and environmental regulatory maps with the national environment evaluation map, the analysis of the regions where regulatory resistance is expected was performed. Applying the obtained results, the level of regulatory resistance of each administrative unit was compared, and the relation between the new buildings location and regulatory resistance was examined.
The above process was accomplished basing upon spatial analysis using GIS.
The conclusions made through this study are that the general environmental regulation policy of the central government is limited due to the continuous regulatory resistance of the concerned party and indifferent attitude of regional government.
Until now the environment regulation policy has been showing that the development of regulatory regions is cut off at the source. But on the other hand, while continuous regulatory resistance is concentrated in the outskirts of environmental regulatory region, such resistance is particularly high in the regions with high development profit expected. A representative feature of regulatory resistance is that when taking a look at the continuity and interdependence of ecological environment, reckless development in the outskirts of a regulatory region at the long run will lead to the destruction of environment. Moreover, such environmental demolition due to reckless development is getting more and more serious as the local government has the attitude of an idle spectator.
To convert such regulatory resistance into regulatory compliance, the positive concern and active participation of the local government are needed. Local government head should take a close look at the reality with the elected local self-government organization; the understanding and positive participation of region residents are necessary. But the active participation of inhabitants is impossible until they realize that clean environment itself is a natural treasure with economical value, which has to be preserved. For that, to estimate properly the environmental resources maintained by the local authorities, the central government should establish and constantly propel a good environmental policy. In order for that, having analyzed environment regulatory resistance quantitatively, there is a need to calculate its level, which is the purpose of this study.
