러시아 극동지역 범죄증가 현상의 사회ㆍ역사적 요인

국문 초록 (Abstract)

러시아는 지리적으로 한반도 북단에 국경을 접하고 있으면서 국가안보, 자원경제, 대외무역관계 등에 있어 밀접한 관계를 형성할 뿐 아니라, 그 규모의 확대를 원하고 있는 한반도 역시 이제 그 영향권 하에서 안전지대로 남아 있기 어려운 실정이다. 오히려 교류를 확대시켜 나갈수록 러시아마피야와의 접촉은 더욱 더 가중될 것으로 추측된다.
행정구역상으로 러시아의 극동연방구를 형성하고 있는 극동지역은 체제전환이전부터 국내의 타 지역과 비교해 상대적으로 범죄율이 높았으며, 21세기 들어 이 현상은 여전히 지속되고 있다. 실질적으로 2000년 이후 2007년까지 극동지역의 범죄건수 현황은 러시아 연방의 연방구별 순위에 있어 꾸준히 1, 2위를 점유하고 있다.
2006년 러시아 통계청 자료에 의하면 러시아 극동지역에서 범죄발생 증가율이 가장 빠르게 진행되고 있는 지역은 연해변강주, 하바로프스크변강주, 사하공화국(야쿠티야), 마가단주, 캄챠트카주 등이며, 인구 10만 명 당 평균 약 3천 5백 건의 범죄가 발생하여 러시아에서 극동은 범죄 발생률이 가장 높은 지역임을 알 수 있다.
러시아연방 검찰청이 파악하고 있는 현재 극동 지역의 범죄조직은 약 60여개에 달하고 있다. 이 중에는 국제적으로 사할린마피야, 로스토프마피야, 나호드카마피야와 아르춈마피야 등은 국제적으로도 명성을 얻고 있는 조직들이다. 이들의 사업영역은 실로 방대하다. 범죄조직의 전통사업 영역인 폭력, 갈취, 인신매매, 마약밀매를 포함하여 지역적인 특성을 고려한 군수물품과 핵물질 밀매, 수산물과 임산물 불법밀매, 고위관료와 세관원을 포섭한 상태에서의 각종 특혜(인허가, 수출입통관) 등 수익이 창출되는 사업에는 모두 관여하고 있다. 그러나 이 중에서도 최근 극동지역의 범죄조직의 활동이 눈에 띄게 활발해지는 영역은 마약과 관련된 사업이다.
러시아의 일부 지역에서도 마약문제가 러시아 전체 평균보다 훨씬 더 심각한 경우도 있다. 극동이 바로 그곳이다. 극동 중에서도 그 상황이 가장 안 좋은 곳은 연해변강주와 하바로프스크변강주, 유태인 자치주, 아무르주이다. 2000-2005년에 발생한 마약관련 범죄 통계에 따르면 극동 연방구의 연해변강주가 그 범죄율이 가장 높다. 연해변강주의 마약중독 확산 수준은 러시아의 가장 위험한 10개 지역 안에 포함될 정도이다.
본 연구에서는 한반도와 지리적으로 근접한 러시아 극동지역이 러시아의 여타 지역보다 범죄건수가 상대적으로 높은 사회, 역사적 요인을 분석해보고자 한다.

다국어 초록 (Multilingual Abstract)

Both Domestic and Transnational Organized crimes corrupt the country, corruption creates a favorable environment for the organized crime and terrorism. The terrorist group organized illegal activities to raise funds, organized crime groups get the opportunity to maximize profits through links with the terrorist group. Both shares the confusion and conflict as the common foundations of their survival and prosperity. These evil trinity, organized crime․corruption․terrorism are linked closely to activities.
The environment, in which transnational organized crime and terrorism cooperate through corruption, is extremely threatening to the international order. The network structure of Organized Crime in local communities and the weakness of law enforcement agencies are making them more dangerous. Russian criminal society deeply rooted in the historical background is transformed into a new criminal organization, the Russian Mafia. Through the rampant corruption of the society, the Russian Mafia is more increasing the potential for linkages with international terrorism.
Two closely related counterforces to the evil trinity, transnational organised crime, terrorism and corruption will be the political will of the Russian leadership, as well as the state capacity available to the preside
