인간 유전체 연구의 프라이버시 문제와 그 위험성에 관한 철학적 고찰 - 현대과학기술의 불확실성과 관련하여 - = Philosophical Consideration about The Risk of Privacy Matter in Human Genomic Research - On the Uncertainty of Modern Technology -

다국어 초록 (Multilingual Abstract)

This article considers ethical or philosophical concept `Risk' which can occur from privacy matter in the present korean human genetic research. First, it shows general recognition and the risk and researches in the korean human genetic studies. Through the analysis of these, it is needed that ethical or philosophical consideration on the `Risk'. For this, This paper look into Ulrich Beck’s theory of the modern society, technology ant the risk on the 'uncertainty'. The modern technology always accompany with an uncertainty essentially. So it can't be controled enough by risk and the management on the predictability. In additional, the findings of the modern genetics have a technical characteristic that an influence power appears over the long term. Therefore, they include risk as uncertainty and the unpredictable nature even if their result shows a good state by a heredity college register technology application now. This kind of the risk can't be eliminated. In this ground, this article is focused on the issue of privacy problem and the risk which can occur in the present korean human genetic research. We try to classify that risk and find the method of management for those. In conclusion, the risk of privacy matter in the human genetic research which results in the uncertainty of technology is to be handle through social, multiple and foundational considerations and the risk presentation, over the reasonable predictability.
