카리브해의 해역네트워크와 도서국가의 지역적 통합

국문 초록 (Abstract)

카리브해의 소도서국가들은 공통된 역사 경험과 전통적 유대를 갖고 있다. 이를 기반으로 ‘카리브공동체(Caribbean Community)’ 혹은 ‘카리콤(CARICOM)’이라고 불리는 이 초국경 해역네트워크를 형성해 왔다. 1973년에 출범한 카리브공동체는 카리브해 지역의 경제와 사회통합을 목표로 출범한 다자간 초국경 협의체로서, 오늘날 소도서국가 간 협력의 구심점 역할을 수행하고 있다. 그리고 이는 급변하는 글로벌 정세와 상황 속에서 최근 국제사회와 강대국의 주목을 받고 있다. 이 연구는 현대적 관점에 입각하여 카리브해 특유의 지리적 조건과 정치․경제․문화적 상황들이 해역공동체를 결성하는데 작용했을 것이라는 가정에서 논의를 진행한다. 우선 최근 자료를 토대로 카리브해의 주요 개관 및 분야별 현황을 살펴보고, 카리브해 초국경 네트워크의 형성과 특징을 분석한다. 그리고 협력체제의 성과와 한계를 진단하면서, 향후 발전방향과 과제를 전망해 본다. 카리브공동체는 과거 식민통치, 약탈의 역사, 노예배상문제 등에서 우리나라와 닮은 점도 매우 많다. 현재 주변 강대국들과 우호관계를 유지하면서도 대외관계를 다각화시켜야 한다는 외교환경 또한 비슷하다. 따라서 결론에서는 국제사회의 협력과 신흥시장 개척 등에 힘을 쏟고 있는 우리나라와 카리브해의 미래 관계 설정 및 주요 시사점들을 논의하였다.

다국어 초록 (Multilingual Abstract)

The small island developing states in the Caribbean Sea are strongly linked by history and other traditional ties. The Caribbean Community(CARICOM) is an organization of fifteen Caribbean island developing states and dependencies whose main objective is to promote economic integration and cooperation among its members, to ensure that the benefits of integration are equitably shared, and to coordinate foreign policy. Focusing on the primary initiative in CARICOM, this study aims to analyse the characteristics and meanings of the cross border network and cooperation system in the Caribbean Sea region. On the basis of the analysis for cross border network and other transnational state apparatus, this study discussed the success and limitation for network and examine several important factors which will significantly influence on its future development in the Caribbean Sea region. As a consequence, this study provides some useful implications for development of cooperation initiative between Caribbean Community and Korea.
