      Congress gained advantage over administration in 19c., but the situation reversed itself in 20c. Modern administration have expanded and strengthened the function and power of administrating.
      Social differentiation, complication and specialization have given rise to expanding and strengthening of administra tive functions. In our country, powerful centralization of authority in pubic administration has been continued in the name of development of country, and so, administrative has been continued in the name of development of country, and so, administrative system has gained advantage over other systems such as political, economic, cultural and social systems.
      It can be said that bureaucratism plays an important part in deciding policies and implementing the policies therefore, the need for the control by people over administration is increased.
      The aim of this study is, ①grasping the theoretical backhround of control by people and, ②analyzing the general reality of it ③ to suggest the strate-gips for improving the control by the peaple over administration.
      Generally, the control by people means control over administration throgh election system, interest group, political party, public opinion, communication and citizen participation etc.
      First of all, people can control administration by electing their representatives. people should have high political consiousness and self regulating participation in order that they can control over administration throuhg electing rights.
      Secondly, interest groups can press administration by expressing their interests, They can also make administration change policies through various kinds of group. But it is pointed out that the interest groups in korea are subject to and served for government and have little social function. So, their social functions should be varied, organizations be specialized, and should have independence so that interest groups can control over administration effectively.
      Thirdly, people can control administration through political parties.
      Political parties should combine the opinions of people and reflect them in political and administuative process. In korea, the function of control over administration through political parties is weak and should be strengthened.
      Fourthly, mass communication should find out the trend of public opinion and influence the policies of government by speaking for people. It is indicated that mass communication in Korea has little function on account of the control on government.
      Fifthly, citizen participation means exercising influence over government personally or collectively. It is a trend in Korea that government has tried to control and weaken the citizen participation. Citizem participation should be promoted by government in order to develop the democratic administration.
      As mentioned above, the comtrol over administration by the peaple through election systems, interest groups, political parties public opinion and mass communication should be examined systematically and practically. And citizen participation in administration should be broadened and promoted widely. It can be safely said that control by people can play a significant role in solving many kinds of problems in our society.
