교회에 있어서의 노인복지(강릉시 노인복지 실태) 및 교육방안 = (The) Korean Church's Education and Task for the Elderly People Welfare

국문 초록 (Abstract)

우리나라 65세이상 노인인구의 추세를 보면 1970년의 경우 노인인구 비율이 3.4%, 85년에는 4.1%, 91년에는 5.1%로 점차 증가해 가고 있다. 한국 인구 비율이 2000년대 초에는 6%를 넘을 것으로 예측했지만 지금 같은 추세로는10%로 선까지 육박할 것으로 추정한다. 증가하는 노인문제를 어떻게 할 것인가? 그래서 본 논문의 연구 동기는 물론 점차 사회 문제화 되어 가고 있는 노인문제에 대해 교회가 그 책임을 수행할 수 있지 않겠느냐 하는 현실적 방안에서 시작되었다. 한국 사회가 근대화되고 산업화해 가는 과정에서 도시화, 핵가족화로 인해 노인들은 사회 속에서 외면을 당하고 있고 가난과 질병, 무위와 고독 속에서 불행한 노후를 보내고 있는 경우가 급증하고 있다.
이러한 노인들이 가지는 문제는 극단적인 경우 노년에 적응하지 못하고 자살을 하는 사례로까지 발생하고 있다. 그러므로, 노인들로서 자신의 삶을 의미 있게 보낼 수 있도록 선처하는 노력이 범사회적으로 요구된다고 하겠다. 그러나, 사실상 우리 사회에 있어서는 그들을 위해 마련된 사회 복지시설이 미비할 뿐 아니라. 정책적인 배려도 충분히 마련되지 않은 채 소외시키고 있는 형편이다. 더구나 인구의 노령화 추세로 더욱 그 문제점이 심각하게 대두되고 있다.
이와 같은 시점에서 이러한 환경에 처한 노인들을 위하여 노후를 보람 있게 지낼 수 있도록 교회적 차원에서 그들에게 필요한 프로그램을 최대한으로 마련해야 한다고 생각한다. 또한, 이 지역에(강릉시) 노인복지의 실태를 살펴봄으로 교회가 어떤 전략으로 노인복지를 실행하며, 특히 교육적인 방안을 세울까에 도움을 얻고자 하였다.
그리고 영적 관점에서 노인 문제는 새로운 차원에서 부상된다. 영혼 구원과 신앙의 유전, 새로운 일꾼 발굴의 관점에서 노년부에 대한 관심은 도외시 할 수 없다. 노인에 대한 공대는 축복의 연속성과 밀접한 관계에 있다. 또한 여가와 유휴 시간이 풍부한 노인들의 여력이 교회 활동에 투입되도록 유도하여 활성화시키는 노력이 절실히 요청된다고 본다 이렇게 함으로써 노인 문제의 궁극적 해결책인 영혼의 문제가 자연스럽게 해결될 수 있다고 본다. 의미를 상실하기 쉬운 노인들에게 가장 절실히 요구되는 것은 바로 예수 그리스도이시기 때문이다.
한국 교회가 노년부에 대하여 별다른 노력없이 무관심하게 생각하고 있다는 것은 현실적인 증거로 보아 분명하다. 한마디로 황금 어장을 무시하고 있는 것이다. 다른 교육 부서에 못지 않는 노인부의 육성이 목회적 관점에서 반드시 요구된다. 이를 위해서는 과감한 헌신과 투입이 필요하다고 본다. 사회적인 관점에서 사회문제를 교회가 감당해야 한다는 점도 중요하지만, 영적 관점에서 노년부의 조속한 설치와 교육운영은 지연시킬 하등의 이유가 없다고 본다.
노인문제에 대한 교회의 복지활동 교육방안은 교회 학교 노년부 설치, 경로당방문, 생계보장 노인의 생계보조, 무료진료 등 여러 가지가 있겠으나 무엇보다 중요한 것은 이러한 활동을 개시하여 한국 교회 내에서 노년부에 대한 관심이 높아지고 이 문제가 의식화되어 이 방면에 대한 헌신과 투입이 자연스러운 것이 되는 일이다 또한, 노인에 대해 헌신하는 일꾼들이 반드시 나와야 할 것이다. 이렇게 될 때 사회적으로는 큰 문제가 되고 있는 노인 문제에 대해 일반인의 의식도 새로워져, 범국가적인 대책도 가능해질 것이다.
한국 교회는 급격한 발전과 성장을 하였다 목회자의 목회 또한 많은 분야에 관심과 역할을 담당해야 한다 이러한 현실에서 목회자가 혼자의 힘으로는 모든 분야의 일을 충실히 하기란 불가능하다. 그래서 교회 학교 아동부, 중고등부, 대학, 청년부, 등에는 지도 교역자(전도사, 목사)가 있어서 그들의 연령과 지식에 알맞은 교재로서 교육, 지도하고 있지만 노인들을 위해서는 거의 관심조차 못 가지는 형편이지만 그러나 노인들의 신앙 교육운동이 다른 분야보다 더욱 시급하다는 것을 절감하고 힘을 쓴다면 교회 성장은 더욱 가속화되는 동시에 일반 사회에서도 교회에 보다 큰 관심을 가지게 될 것이고 구원받는 사람은 날로 더해질 것이다. 교회가 노인을 우대하는 미덕을 꼭 보여주어야 하겠다. "자녀들아 너희 부모를 주 안에서 순종하라 이것이 옳으니라(엡6;1) 네 아버지와 어머니를 공경하라 이것이 약속 잇는 첫 계명이니(엡6;2) 이는 네가 잘되고 땅에서 장수하리라."(엡6;3)
이는 하나님의 말씀에 순종할 때에 하나님의 축복이 교회에 임할 것이다. 노인인구의 증가추세를 생각하면 앞으로 범국가적인 차원에서 노인문제를 위한 대책이 강구되어야겠지만 기독교 교계에서도 노인문제해결 운동에 앞장서서 적극 참여하여야 할 것이다. 또한 노인 복지 운동을 교회가 적극적으로 추진하며 노인교육 또한 지대한 관심뿐만 아니라 구체적이고 심도있게 그리고 실제적으로 실시하여 나아간다면, 선교 가장 효과적인 성과를 거둘 것이고, 주님의 지상명령을 이루는데 크게 기여할 것이다.

다국어 초록 (Multilingual Abstract)

This master thesis project addresses "what approach do we have to take and develop for the operative dimension of social welfare especially for the elderly people?" There are a variety of analytic methods about the social phenomena of social welfare policy. This has called for many forms of studies that have closely examined and clarified the social phenomena of social welfare policy in the perspective of non-Christian world views. But we have indeed hardly found any research that analyzes and criticizes the contemporary social welfare policy and its diverse social phenomena in terms of a Christian perspective. For this reason, I have decided to launch this research project that analyzes and evaluates some major problems of the present social welfare policy in a way of proposing my own Christian idea, based upon the biblical thought, as a critical foundation of dealing with social welfare problems especially in the city of Kangnung.
The history of social welfare over several decades points our eyes to the fact that contemporary social problems have been made worse, due to the misuse of many social welfare policies. This makes us confront a serious crisis of social welfare: "how do we form and enforce social welfare policy?" "what is the cause of this crisis?" "How can we overcome the critical social welfare problems of our contemporary society?" Thus it is highly important for us to look into the history of social welfare. Its history lets us know where we should go. In this regard, my thesis project starts from a conviction that the realistic method of analysis and reflection helps us find out an alternative policy of social welfare, appropriate to the present social situation of human life. It is a fundamental point from which I suggest a Christian strategy for understanding and reforming social welfare policy.
It is greatly important to point out that our Korean society has undergone many complications of difficult problems throughout its whole history. "What is the relation between the Korean social welfare system and the social problem of sin and evil?" "How much did the Korean system and policy of social welfare receive the influence of both individual and social evils?" Answering to these questions, I will discuss the five historical stages of the Korean church as a way of indicating the significant points of Korean social welfare system, closely related to the Korean church history. The historical explication of the Korean church helps us to see the significance of its spiritual and moral renewal for the growth of social welfare system in Korea. After addressing all the period of the Korean church, I will present a conclusion that all social matters, like social welfare issue, give us a complicate fabric of human relationships into which the individual inner reality of sin and the social outward reality of structural system are synthetically interwoven, and thus that they anticipate a certain form of divine grace sweeping away the sinful reality of human life. Hence I would argue, in this thesis project, that the development of Korean social welfare system and policy waits for a good Christian way of life through which we continuously form and embody Christian virtues as a spiritual foundation of Korean social welfare.
I hope this research project on the social welfare program, especially based upon the data of the social welfare service center in the city of Kangnung, can make a contribution to the active engagement of the Christian churches in the vicinity of Kangnung, that is, the Youngdong region.
