The purpose of this study is to analyze the influence of Yeango-ism behavior and organizational culture of civil servants in the local government(Chungju-city) on the organizational effectiveness. The findings are as follows; first, Yeango-ism behavior and organizational culture affect organizational effectiveness significantly in spite of environmental changes in the public administration. Second, organizational culture plays a role of an intermediate variable between Yeango-ism behavior and the organizational effectiveness. Third, the influence of Yeango-ism behavior based on blood relationship has been reduced, however Yeango-ism based on the ties with a region, a school and a job was analysed to strongly affect the organizational effectiveness (job satisfaction and organizational commitment). Therefore, to improve organizational culture and organizational effectiveness(job satisfaction and organizational commitment), Yeango-ism should be considered in the operation and the personnel management of an organization.
