가상환경에 기반한 자율주행 운전 능력 평가시스템 개발 방향 = Development Direction of AutonomouVehicle Driving Ability Evaluation System based on Virtual Environment

While technology development for the realization of autonomous vehicle driving is being actively promoted worldwide, In Korea, autonomous vehicle laws, systems and infrastructure will be overhauled by `24, and various commercialization of autonomous vehicle Lv. 4 on major roads nationwide will be carried out by `27. policy is being pursued. The strategy was changed from the existing Lv. 3, Lv. 4 step-by-step promotion strategy to Lv. 3+, Lv. 4 simultaneous foundation creation. Accordingly, the size of the autonomous vehicle market is also expected to reach approximately KR 26,179.4 billion in 2035 based on an average annual growth rate of 41% from KR 150.9 billion in 2020. Recently, both the government and private companies are striving for R&D to realize autonomous vehicle driving and have reached the stage of technology development for commercialization of Lv. 3 autonomous vehicle. In addition, autonomous vehicle technologies such as various sensors and vehicle control are being developed at a rapid pace with the goal of commercializing autonomous vehicle Lv. 4. However, legal and institutional grounds and traffic safety facilities for safe operation on actual roads in autonomous vehicle mode are still lacking in preparation[1]. In addition, there are limitations in terms of traffic safety in responding to unexpected situations, such as when the operating range of the autonomous vehicle sensor is covered by other obstacles or when the braking distance is physically insufficient. Autonomous vehicle must drive on the road in a mixed situation with ordinary drivers and pedestrians, and autonomous vehicle must be equipped with various sensors and high-precision maps to recognize and judge surrounding vehicles, pedestrians, and objects. In addition, autonomous vehicle must predict and prepare for various and hazardous situations beyond the level of ordinary driver's driving ability, and the role and function of highly reliable autonomous vehicle is possible only when it can drive on an equal basis with a skilled driver. Nevertheless, it is necessary to secure the safety of road users as safety issues of autonomous vehicle have recently emerged due to autonomous vehicle accidents abroad. Therefore, in order to prepare for the commercialization of autonomous vehicle, in addition to the driving ability test evaluation in terms of simple mobility of autonomous vehicle, based on the Road Traffic Act, the level of risk awareness within the acceptable range of road users, legal compliance, concession and ethical awareness, etc. There is a need for a test evaluation system that can check the driving ability and behavior of autonomous vehicle driving. This study aimed to secure the driving safety of autonomous vehicle by comparing and reviewing autonomous vehicle driving ability test evaluations through domestic and foreign cases, and by presenting the direction and contents of the autonomous vehicle driving ability evaluation system development considering cost efficiency. In addition, during the test evaluation of autonomous vehicle driving ability, we tried to reconfirm the scope of autonomous vehicle driving ability, focusing on safe in use scenarios and virtual environment-based evaluation systems.

국문 초록 (Abstract)

자율주행 구현을 위한 기술개발이 전 세계적으로 활발히 추진되고 있는 가운데 국내에서는 자율주행 법제도 및 인프라를 `24년까지 정비하고 `27년까지 전국 주요 도로에서의 자율주행 Lv .4 상용화를 위한 다양한 정책을 추진하고 있다. 기존 Lv. 3, Lv. 4 단계적 추진 전략에서 Lv. 3+, Lv. 4 동시 기반 조성으로 전략을 변경하였다. 이에 자율주행 시장 규모 역시 2020년 1,509억 원에서 연평균 41%의 성장률을 기반으로 2035년에는 약 26조 1,794억 원에 이를 것으로 전망된다. 최근 정부와 민간기업 모두 자율주행 현실화를 위해 연구개발에 매진하고 있고 Lv.3 자율주행 상용화를 위한 기술개발 단계에 도달하였다. 더불어 자율주행 Lv. 4 상용화 목표로 각종 센서나 차량제어 등 자율주행 기술은 빠른 속도로 개발 중이다. 그러나 자율주행 모드로 실 도로상 안전한 운행을 위한 법제도적 근거, 교통안전시설 등은 여전히 준비가 부족한 실정이다[1]. 그뿐만 아니라 자율주행 센서의 작동범위가 다른 방해물에 가리거나 물리적으로 제동거리가 부족한 상황 등의 돌발상황 대응은 교통 안전상의 한계점이 있다. 자율주행은 일반 운전자와 보행자들과 혼재된 상황에서 도로주행을 해야 하며 자율주행은 다양한 센서와 고정밀 지도 등을 탑재하여 주변 차량과 보행자, 사물을 인지하고 판단해야 한다. 또한 자율주행은 일반 운전자 운전 능력 수준 이상으로 다양하고 위험한 상황을 예측하고 대비해야 하며 숙련된 운전자와 동등하게 운전할 수 있어야만 고신뢰성 자율주행의 역할과 기능이 가능하다. 그럼에도 불구하고 최근에 국외 자율주행 교통사고로 인한 자율주행의 안전성 문제가 대두됨에 따라 도로 이용자의 안전성 확보가 필요한 상황이다. 따라서 자율주행 상용화 대비를 위하여 자율주행의 단순한 이동성 측면에서의 운전 능력 시험평가 외에도 도로교통법을 기준으로 도로 이용자의 수용할 수 있는 범위 내의 위험 인식 수준, 법규 준수, 양보 및 윤리 의식 등 사회적 수용성 차원에서의 자율주행의 운전 능력과 행태를 확인할 수 있는 시험평가 체계가 필요하다. 이에 자율주행 운전 능력 시험평가를 국내외 사례를 통하여 비교검토하고 자율주행 운전 능력 평가시스템 개발 방향과 내용을 제시하여 자율주행의 주행 안전성을 확보하고자 하였다. 또한 자율주행 운전 능력 시험평가 시 Safe in use 시나리오와 가상환경 기반 평가 시스템을 중심으로 자율주행 운전 능력의 자격 범위를 확인하고자 하였다.
