주한미군의 전략적 유연성에 대한 고찰: 억제와 안정자 역할의 관점에서 = Rethinking ‘Strategic Flexibility’ of USFK: From a Perspective of Deterrence and Stabilizer Role

The Strategic flexibility of U.S. Forces in South Korea(USFK), known to have originated in the Bush administration's ‘Global Defense Posture Review’, has been continuously reviewed and partially implemented until recent times. This paper considered this aspect by focusing on the political and military role of USFK in view of its strategic flexibility derived from the Cold War. The U.S. has continuously considered strategic flexibility of the USFK in terms of military efficiency, but has not fully implemented it as Washington recognized USFK’s political role as a stabilizer. How the role of USFK will be established in the future can be an important indicator of the U.S. strategy toward China and East Asia amid the U.S.-China strategic competition. In addition, it could help prepare countermeasures by drawing up strategic implications for the ROK-US alliance, transition of wartime operational control, and deterrence against North Korea.

국문 초록 (Abstract)

주한미군의 전략적 유연성은 부시 행정부의 ‘해외주둔 미군 재배치 계획(GPR)’에서 시발하여 최근까지 지속적으로 검토되고 부분적으로 시행되어온 것으로 알려진다. 이 논문은 주한미군의 전략적 유연성은 냉전기에서부터 배태되었으며 주한미군의 ‘억제’와 ‘안정자’ 역할과 긴밀하게 연계되어 검토되었음을 주장한다. 이를 실증하기 위해 냉전기 주한미군 사단의 지역예비 및 기동군으로의 전환 검토, 부시･오마바 행정부에서의 전략적 유연성 검토와 시행 그리고 트럼프 행정부 이후 최근까지 논의와 검토를 분석하였다.
미국은 군사적 억제 차원에서 과도한 지상군이 한국에 고착되어 과잉보장하고 있다고 평가하여 전략적 유연성을 지속적으로 검토해 왔다. 그러나 주한미군의 동북아 안정자 역할로 인해 이를 전면적으로 시행하지는 않았다. 향후 주한미군의 역할이 어떻게 정립될 것인가는 미국의 동아시아 전략과 대중전략을 가늠해보는 중요한 지표가 될 수 있을 것이다. 이 논문을 통해 주한미군의 전략적 유연성에 대한 이해를 증진하고 한미동맹의 발전을 위한 실효적인 전략을 마련하는 데 일조할 수 있기를 기대한다.
