In order to ensure the independent exercise of international functions, the necessity of granting priviliges and immunities to international officials has been widely recognized.
The general Problems of the immunities and privileges are to secure for them bath legal and Practical independence, So that these international Organization Should be able to fulfill their tasks.
Today, diplomatie Privileges and immunities are universally recognized under positive general international organization to front a special and extraordinary Protection to deplomatic agents illegal attacks.
Before the Covenant of the League of Nations Was adopted, there were no World wide concerned to Privileges and immunities of international officials.
Paragraph 4 of Article 7 of the Cavenant of the League of Nations read: "Representatives of the Members of the league, officials of the League when Engaged on the Business of the League Shall enjoy diplomatic Privileges and immunities", For the Same Purpose Article 105 of the United Nations charter stipulated that, "the Organization shall enjoy in the territory of each of its Members Such Privileyes and immunities as are necessary for the fulfilment of its purposes". Representatives of the Members of the United Nations Proposed that the Organization Shall similary, enjoy Such Privileges and immunities as are necessary for the independent exercise of their functions in Connection With the Organization.
But the law and practice relating to the deplomatic privilege and immunities of League officials were not been Wholly satisfactory.
The convention on Privileges and Immunities of the United nations and of Specialized Agencies adapted by the General Assembly in 1946.
Therefore, the Conventions of Privilegs and immunities of the international officials Should be notified by all nations as it will Promote Sound international administration.
