The purpose of this study is to propose new ways of community welfare practice. This paper adopts eco-systematic theory, empowerment, and communal society theory to propose new ways of community welfare practice. This paper consists of (1) What kind of social theories should be the main theory of community welfare practice? I recommend eco-systematic theory, empowerment, and communal society theory. (2) What kind of methods should be adopted to pursue our goals? I recommend community organization and community building. (3) How can we practice these methods in each following steps? It seems that this paper is able to be used as a framework to establish community welfare practice and individual programs in social welfare agencies.
