인도 철강산업의 발전과정과 생산구조 변화: SAIL(Steel Authority of India Ltd.) 및 TISCO (Tata Iron & Steel Company)사례를 중심으로

국문 초록 (Abstract)

우리는 이 연구를 통해 1900년대 초반 이후 인도 철강업의 발전과정 및 특징을 분석하는 한편, SAIL과 TISCO에 대한 면밀한 사례연구를 통해 인도의 公企業 및 民間企業의 운영메커니즘을 파악하고 양자의 동학관계를 관찰해 본다. 아울러 이와 관련된 인도 철강 생산구조의 변화 및 철강시장에서 구조·행태·성과를 분석해본다. 특히 1991년 인도의 경제자유화정책 이후 국영철강기업 및 민간기업부문에 나타난 경영혁신 및 기술혁신이 어떠한 시장성과를 초래했는지에 대해서 기업조사를 통해 자세히 추적해 보고자한다. 본 연구에서는 인도 철강산업의 성장과 기술능력의 발전과정을 체계적으로 고찰하기 위하여 다음과 같은 분석 범주를 사용한다. 인도 철강산업의 성장에서 핵심적인 역할을 담당했던 SAIL 및 TISCO 건설사업을 技術企劃, 設備調達, 建設工事를 중심으로 분석한다. 기술혁신을 관리하는 활동은 인력관리, 생산관리, 품질관리, 연구관리로 구분하여 살펴본다. 구체적인 기술혁신 성과는 조업기술, 설비 및 공정혁신, 제품혁신을 대상으로 검토하며 조업기술과 제품혁신의 경우에는 주요 지표를 통해 미국, 일본, 한국, 브라질 등 주요 국가와 비교한다. 조업기술에 대한 지표로는 투입량 대비 산출량의 비율을 지칭하는 實收率 및 제품 톤당 노동시간이 사용되며, 제품혁신에 대한 지표로는 品質水準 · 新鋼種 開發件數 ·高級鋼 生産比率 등의 분석 개념이 채택될 것이다.

다국어 초록 (Multilingual Abstract)

The main objet of this study is to find out about the development process and changes of production structure of iron and steel industry in India: with special references of SAIL(Steel Authority of India Ltd.)and TISCO (Tata Iron & Steel Company) Cases.The iron and steel industry is selected because (i) it is a crucial basic industry for overall industrialisation. (ii) In India modern methods of production commenced in the industry in the 19th century itself and the industry has grown over the years. Thus it is amenable for analysis over a long period of time. We carry this out as a plant-level study emphasising the specifics of technology absorbed in a particular location. In India, the case of The Tata Iron & Steel Company Ltd. (TISCO) is chosen, for it is the pioneer and leading company of Indian iron and steel industry. The present study emphasising the importance of technology development in explaining the performance of the iron and steel industry in India covering a long historic time from 1922 to present inclusive of pre- and post-independence period is a step in closing the gap in thinking and explaining the development of the steel industry in India.
