한국 사회 정치적 관용에 관한 경험적 분석: 혐오집단에 대한 정치사회적 권리의 보장과 제약을 중심으로 = An Empirical Analysis of Political Tolerance in Korea: Public Attitude toward Socio-political Rights of the Least-liked Group

국문 초록 (Abstract)

“공동체 구성원 모두에게 시민으로서 동등한 권리를 보장하는 것”으로 정의되는 ‘정치적 관용’은 안정적인 민주주의 운영에 필수적인 요소로 이해되어 왔기에 서구민주주의 국가들에서는 오래전부터 학문적 관심의 대상이었다. 그러나 한국에서 정치적 관용을 경험적으로 분석한 연구는 아직까지 전무하다. 이 연구는 정치적 관용에 대한 여론조사 자료를 토대로 한국 사회에서 정치적 관용의 정도를 혐오집단의 정치/사회적 활동에 대한 태도를 중심으로 검토하였다. 검토의 결과, 한국 사회 관용의 정도는 서구의 그것과 비교해볼 때 대체적으로 낮은 것으로 파악되었고, 선택된 혐오집단별로 집단에 따른 관용 수준의 차이가 나타났다. 또한, 일반적으로 정치이념적으로 비슷하게 이해되는 민주노총과 전교조에 대한 응답자들의 관용 정도가 집단의 유사성에도 불구하고 다르게 나타났다. 마지막으로 혐오집단별 관용 수준의 차이는 일차적으로 해당 집단에 대한 호감도의 차이에 영향을 받았고 집단의 영향력과 위협에 대한 인식과 결부되어 있었다. 한국 사회 관용의 정도를 혐오집단의 정치/사회적 활동에 대한 권리의 보장과 제약을 중심으로 살펴본 이 연구의 결과는 민주주의 정치제도의 구축에도 불구하고 구성원들의 의식수준에서는 여전히 비민주적인 요소들이 민주주의의 원활한 작동을 해치고 있음을 보여주고 있다.

다국어 초록 (Multilingual Abstract)

Defined as "willingness to allow others as citizens to engage in political activities," political tolerance has been understood crucial to the process of democracy. However, to date, there is no empirical research on political tolerance in Korea. This article, with a survey data specially designed to examine political tolerance, analyzes political tolerance in Korea in term of public attitude toward the least-liked group. The findings can be summarized as follows. First, Korea society shows low level of political tolerance, compared to western democratic societies, and the level of political tolerance is dependent upon the type of least-liked groups. Second, in spite of similarity of the groups in ideology, public tolerance toward 'Korean Teachers & Education Workers' Union' is somewhat different from that toward 'Korean Confederation of Trade Unions.' Finally, both feeling toward a given group and threat perception of it play a significant role in deciding the level of tolerance to the group. These findings suggest that, although Korean society is now well equipped with democratic institutions, there is a good deal of room to improve in the procedural norms of Korean democracy.
