주민참여 제도화 논리에 대한 탐색 = Exploring the Logics of Institutionalization of Citizen Participation

This study explores how two competing approaches explain the institutionalization of citizen participation and its actual effects on Korean local governments. From political and administrative perspectives, local governments introduce various mechanisms of citizen participation in order to achieve higher level of democracy and efficiency. Neo-institutional approaches, on the other hand, interpret the same phenomena as strategic behaviors to increase legitimacy of local governments. To verify whether the two approaches are logically compatible, we examined the institutions of citizen participation by types, while analyzing the data on Korean local governments from 1995 to 2010. The results indicate that the two approaches are complementary in nature. We noticed irregular patterns of institutional diffusion of different types of citizen participation. We also found that the neo-institutional approaches better explained the effects of the institutions of citizen participation. In particular, we observed the decoupling and mismatch between the adoption and actual effectiveness of the institutions as the notion of local participation had become more taken for granted over time.
