Traditional women's welfare in Korea was based on the residual and selective concept of welfare. So the objects were women in need of help such as prostitutes and single mothers with dependent children.
Because of social change and faminist movement institutional and universal concept for the welfare of all women are needed, as women have no direct access to the market where they can get resources they are in need. Women fulfill their need through their husband indirectly. But the ones who don't have husband and no other means to meet their needs, that ones need other mechanism like government to provide resoures they need. Even the ones who have enough ablity to access market, still face all kinds of female discrimination.
In the history of welfare, it's evident that women in need were discriminated and coudn't get enough care. Faminists have different strategies and approches to achieve equla right.
In this light U.N and WHO have advanced view for the equality and right. The main theme of them are as follows. First, women need to have direct access to the social benifits not through their husband. Second, women who take care of child, sick, elderly, disables are recognized socially and need social rewards. Third, female reproductive function needs social care. These are main issues for the welfare of women but to achieve this goal in Korea, we have long way to go and specific stratigies and consensus amongst women to achieve that goal is needed.
