Since district level planning was introduced in Korea as an urban
design system, the need to actively respond to such changes has
emerged as city functions have become a complex, low-growth, and
consumer-oriented society.
Therefore, this study tried to derive problems and improvements
necessary to respond to changes in society in terms of ordering,
planning, and operating district level plans, and to create and maintain
effective plans through an in-depth interview of relevant public
officials, the companies responsible for the practical, and private
development entities
The improvements derived through the research on the related
participants’ recognition of problems are as follows.
First, it is necessary to deviate from the engineering-centered
system and the institutional support must precede on which experts in
each field, such as urban planning, architecture, and landscape
architecture, can exert their competency in their specialized fields in
an equal position.
Second, the method of resident participation should deviate from the
current formal way and secure active and diverse communication
channels through the urban regeneration method. From the beginning
of the plan, it is necessary to derive a regional agenda through
resident participation, reflect residents' opinions in the plan, and
provide feedback through continuous resident monitoring.
Third, in order to strengthen the competence of public officials in
charge, professionalism and efficiency must be improved through
consistent work performance via the improvement of the rotational
position system. In addition, a systematic management must be induced
through hiring professional public officials.
Fourth, management by a master planner should be carried out to
consistently promote the operation of district level plans with the
vision of the region. The master planner should participate in from the
start of the district level planning and be granted an authority and
responsibility to manage it constantly.
The district level plans make their frameworks for establishment and
operation through discussions and agreements of various related
entities in the process of ordering and planning, operation and
utilization. Social consensus are required for district level plans to
respond to changes in the times. Above all, unified consciousness and
efforts of the subject concerned must precede.
