참여정부 국가균형발전정책의 논리적 타당성 분석에 관한 연구

국문 초록 (Abstract)

이 연구는 참여정부가 추진하고 있는 국가균형발전정책의 논리적 타당성 분석에 관한 것이다. 정부는 균형발전정책을 통해 지역발전을 이루고 궁극적으로 국가 전체의 경쟁력을 극대화할 수 있을 것으로 기대하지만, 그 현실적 가능성은 정부의 기대만큼 자명하지 않다. 따라서, 신성장이론, 신경제지리모형, 지역국가론, 집적경제론, 지역혁신클러스터 이론 등 경제활동의 공간입지에 관한 최근 이론들의 시사점을 토대로 이 연구는 정부 정책이 가져올 지역발전효과를 분석하고 그 논리적 타당성을 검토하였다. 분석결과 정부의 균형발전정책은 막대한 투자에도 불구하고 지역발전 성과가 충분하지 못하고, 그동안 경쟁력을 갖고 있던 수도권의 경우도 현 상태에 비해 상대적으로 침체되어 국가 전체적으로 경쟁력이 하락할 수 있는 것으로 나타났다. 이러한 정책적 한계를 극복하기 위해서 이 연구는 균형발전문제를 보는 시각의 세계화, 지식창출이 용이한 지역발전정책의 수립, 대도시 중심의 지역발전정책, 제도적 여건과 수요조건을 고려한 산업클러스터 구축, 그리고 중앙정부의 역할 재조정 등을 제안하였다.

다국어 초록 (Multilingual Abstract)

This study addresses the logical validity of the National Balanced Development Policy currently under implementation by the Participatory Government. The government expects that the policy will achieve balanced regional development and will eventually maximize the national competitiveness. But questions raised against whether such expectations can actually be realized. Based on such theories as new growth theory, new economic geography, regional state, agglomeration economy and regional innovation cluster, this study evaluates the logical validity of the policy. The results of evaluation indicate that the national balanced policy, despite enormous investment on peripheral regions, do not produce favorable regional development pattern and the national competitiveness could be eroded due to the policy. To overcome such limitations, this study suggests some adjustments of policy directions. Policy directions suggested include analyzing issues from global perspectives, developing regional policies enabling knowledge creation and targeting on metropolitan areas, creating industrial cluster corresponding to demand condition and reformulating the role of central government.
