학부교육의 질과 성과의 의미에 대한 성찰과 쟁점

국문 초록 (Abstract)

본 연구는 최근 10년간 우리 정부가 추진해 온 대학 학부교육의 질 제고 노력이 과연 목표 를 달성하기에 적합하도록 조직되고 운영되고 있는지를 성찰하기 위해 수행되었다. 먼저 학 부교육의 질과 성과 개념의 발전 상황을 제시한 후, 미국과 유럽, 한국의 학부교육 질 제고 사례를 세 가지 모형(시장 주도형 모형, 국가-공동체 모형, 국가 주도형 모형)으로 정리하여 비교하였다. 이 모형에서 발견된 문제점들을 바탕으로 하여 우리나라 사례를 보다 심층적으 로 분석할 세 가지 쟁점을 도출하였다. 이 세 가지 쟁점들을 분석하였을 때 우리의 국가 주 도형 학부교육 질 제고 정책은 학부교육의 질과 성과 사이의 괴리를 초래하고 있고 질 제고 라는 목표와 정책 수단의 자족성과 연계성이 부족하며, 정부와 시장 사이에서 정부에 지나치 게 의존한 단계에 머물러 있는 것으로 평가되었다. 결론으로 우리나라 대학들이 학부교육의 질을 국제적 수준으로 향상시키고 학령인구 감소와 국내외적 경쟁에서 살아남아 발전하기 위 해 필요한 변화를 제시하였다.

다국어 초록 (Multilingual Abstract)

In this study, we reflected on the past 10 years of efforts by the Korean government to improve the quality of higher education and analyzed whether such efforts were organized and implemented appropriately to achieve such a goal. We first reviewed the development of concepts for quality and performance in higher education, and compared the cases of higher education quality improvement in the U.S., Europe, and Korea, using three models (market-driven, nation-community, nation-driven). Based on problems identified from these models, we drew three issues with which to analyze the Korean case further. Evaluation of these three issues showed that the nation-driven policy for quality improvement in Korean higher education caused the gap between quality and performance in higher education, the lack of self-sufficiency and connectivity between the objective of quality improvement and policy measures, and the excessive dependency of higher education institutions on the government between the government and the market. In conclusion, we suggested changes necessary for Korean higher education institutions to improve the quality of higher education to the international level and survive amongst the decline of high school graduate population in Korea and competition in domestic and international higher education.
