수월성 교육 정책의 문제와 발전 방향 탐색 : 수월성의 개념을 중심으로 = A Study on the Policy of Excellence in Education

국문 초록 (Abstract)

이 연구에서는 고교 평준화 정책을 실시하고 있는 우리나라와 미국을 중심으로 하여 양국의 수월성 교육 정책에 대해 분석하였다. 먼저 수월성 교육의 개념에 대한 탐색을 시작으로 하여, 우리나라와 미국의 수월성 교육의 동향을 살펴보았다. 미국의 경우에는 1980년대 이후 각종 교육개혁 방안 및 2002년에 제정된 NO Child Left Behind Act를 중심으로, 그리고 우리나라의 경우에는 2004년 12월에 발표된 수월성 종합 대책을 중심으로 논의가 이루어졌으며, 수월성 교육의 개념 및 미국의 동향을 토대로 하여 우리나라 수월성 교육의 문제점과 나갈 방향을 살펴보았다. 모든 학생들을 대상으로한 수월성 교육에 초점을 두고 있는 미국과는 달리, 우리나라에서 추진하고자 하는 수월성 교육은 특정 학생들을 대상으로 하고 있는 것으로 판단된다. 수월성 교육은 일부 엘리트를 위한 교육이 되어서는 안 되며, 모든 학생들을 위한 재능계발 교육의 형태로서 현재의 보편성 위주 교육을 보완하는 방향으로 나가야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of the study is to analyze the current excellence policy in education and suggest to better ways to implement the policy. As is the case with other developed countries, Korea has tries to increase educational excellence in the era of infinite world-wide competition and as a one of the efforts, the Ministry of Education and Human Resources Development has published a policy report on excellence in education.
According to the report, to solve problems which are resulted from the highschool entrance system, the government has plans to expand and increase opportunities for gifted and talented students to take excellence education. Also the government announced new measures to increase educational excellence, such as expanding subject areas of excellence education, establishing more schools for gifted and talented students, and implementing reach out programs for students from the low-income class and rural areas, etc. These efforts to increase educational excellence in Korea, however, have one significant problem. Different from other countries, especially the U.S. which tries to increase educational excellence for all students, the government seems to focus only on the gifted and talented students.
According to the various definitions, excellence in education means quality education for all students. Thus, the government seems to be misunderstood the true meaning of educational excellence. We should provide equal educational opportunities for all students, regardless of their academic ability, to fully realize their potential abilities and excellence education should be targeted on all students.
