This study conducts an empirical impact analysis on citizen participation performance in Suwon city`s budgeting process, based on the four elements of Ebdon and Franklin`s model: government environment, process design, mechanism, and goals and outcomes. The major findings are as follows. First of all, government environment positively affects the goals and outcomes of citizen participation in the budgeting process. Secondly, due to a closed and passive budget-design method and an incomplete participation mechanism, process design and participation mechanism do not provide positive impacts. Thirdly, government environment and process design positively affect the participation mechanism in a configurational way. The implication is that a mature civic sense of political culture, a citizen participation system that allows for continuous citizen input, and a sound local government structure increase diverse participation mechanisms. In particular, a transparent budgeting process design along with positive and dynamic citizen participation will accompany rational and responsive participation mechanisms.
