가족정책내 자유선택 쟁점에 관한 고찰

국문 초록 (Abstract)

아동돌봄의 문제는 가족정책에서 가장 중요한 의제 중의 하나이다. 아동을 양육하는 가족의 부담을 완화하고 돌봄을 사회화함으로써 사회구성원 모두가 일과 가족의 양립을 통해 지속적으로 노동권과 부모권을 확보받을 수 있도록 조건을 형성하는 것은 복지국가 가족정책의 주요 관건이다. 돌봄의 ‘자유선택’이란 모든 사회구성원 개개인이 일과 가족을 양립시킬 수 있는 권리를 제약 없이 자유롭게 선택하고 향유하는 상태를 말한다. 만일 아동돌봄 선택의 결과가 성별 혹은 소득계층별로 배타적으로 분리되거나 층화된다면, 그것은 자유선택이라기 보다는 사회구조적으로 제약된 상황에서의 제한된 선택으로서의 성격을 지닌다. 본고는 가족정책의 주요 의제중의 하나인 아동돌봄 방식에 대한 각 국가별 상이성과 유사성의 논리에 내포되어 있는 ‘자유선택’에 대한 쟁점을 중점적으로 살펴보고자 한다. 이와 같은 논의를 바탕으로 최근 우리나라에 나타나고 있는 자유선택 혹은 선택의 다양화에 대한 정책들에서 고려해보아야 할 사항을 검토하고 한국 가족정책에의 함의를 찾아보고자 한다.

다국어 초록 (Multilingual Abstract)

Caring Child is one of the most important agenda in family policy. It is a crucial task for welfare state to lessen burdens of child care by socializing care, and to form social conditions on which both women and men can secure the rights of both worker and parents and pursue for work-family compatibility. The real ‘free choice’ comes true when all members could enjoy the rights as both workers and parents without any restrictions from market power and sexual division of labor. of work-family If the implementation of the freedom of choice in child care results in deteriorated stratification, in terms of sex or family economic level, we can not tell it as ‘free’ choice. It is not free choice but limited/inevitable selection under the restriction of social structure.
This paper aims to review controversies in the agenda of free choice in child care, which has contributed to the similarity and dissimilarity of family policies across the nations. Based on the analysis of issues in the freedom of choice, the paper tries to find some implications to family policy in Korea, starting to debate about free choice or liberal multiple options in child care.
