대통령 기록물이 갖는 정치, 사회, 역사적 중요성에도 불구하고 그동안 대통령기록물의 생산과 관리가 철저히 이뤄지지 못하고 있었다. 그러나 최근 관련 법률이 제정되고 대통령기록관이 설립 되는 등의 노력이 이루어지고 있다.
한편 최근 설립된 대통령기록관은 대통령기록물 관리 및 보존 그리고 서비스를 제공하는 기본적인 기능에서 더 나아가 문화 기관 등 다양한 역할을 수행할 것으로 기대되고 있다. 이러한 역할을 충실히 수행하기 위해 현재 가장 시급히 해야 할 것은 소장 기록물 개발 및 확충이다.
따라서 본 연구는 대통령기록관의 기능에 알맞은 대통령 기록물의 수집 전략을 구성하는데 목적이 있다. 보다 구체적인 전략을 구성하고 방법론을 제시하기 위하여 이승만 대통령 기록물의 사례를 중심으로 살펴보았다.

The president is a position with great authority and responsibility with the highest decisive power of administrating state affairs. As record reflects conduct, records produced related to the president's position are important. However, presidential records have not been properly managed or preserved since the establishment of the government of Republic of Korea in 1948. With institutional improvement and innovation in overall record management in the last ten years, presidential record related section is also going through stages of improvement.
Usually, the managing scope was limited to public records of the president, as presidential records were managed with other public records by the National Archives of Korea. However, with the recent establishment of Presidential Archives, active practical use through professional management and various methods is expected, reflecting the features of presidential records. The Presidential Archives should not be an agency merely for the management and preservation of presidential records. Presidential Archives should be an institution that manages and provides all possible president related information to the people. But the currently possessed records have an insufficient aspect to expect such function in terms of quantity and quality. Thus, the purpose of this research is in forming a acquisition strategy considering the function of Presidential Archives, with president Lee Seung-man's record case for concrete acquisition strategy formation.
The Presidential Archives should do the role of president related information center, research center and cultural institution to the current generation, while efficiently and safely managing and preserving president related records to hand down to the next generation. In order to do this, Presidential Archives need to acquire records in multilateral directions concerning the president, going further from simply acquiring existing official records. Information provision of the president and the corresponding government and generation should be possible by forming a collection of key events that occurred at that time, needless to say of the collection of presidential records, the president's personal records and records of those close to the President.
President Lee Seung-man's records are currently kept mainly in the National Archives of Korea, Institute for Mordern Korean Studies and the National Institute of Korean History. Though the National Archives of Korea is the national institution in which the Presidential Archive belongs to, it holds a very small amount of president Lee Seung-man's records. Institute for Mordern Korean Studies is an institution that manages the records donated by Lee Seung-man's bereaved family, and holds a great deal of important records. The National Institute of Korean History is an institution that promotes the collection of Korean related historical materials, in which the contemporary history related materials are seen to be understandable mostly through president related records.
To acquire president Lee Seung-man's records in such circumstances, getting the picture of holding materials of agencies concerned and negotiations concerning the collection or agreements to use the records are required. Especially, as Institute for Mordern Korean Studies is managing the directly donated records that were kept by Lee Seung-man's bereaved family, it holds a large amount of important records including personal records. Thus, cooperation at the institutional level concerning the records at Institute for Mordern Korean Studies is most urgent.
As quite some time has passed since the reins of Lee Seung-man, it is hard to expect how much of presidential records are left. Accordingly, forming a collection of the key events that occurred during his term would be more meaningful in that it will supplement the insufficient presidential records, besides showing the social context of that time. The collection should be composed focused on events or main policies that caused social ramifications. The collection could be formed with subjects such as Jeju 4.3. The Special Investigation Committee for Anti-national activity, the Korean war and slaughter of the innocent people, truce and postwar recovery, 4.19 revolution etc.
Collection of personal records can also be composed of subjects such as Christianity, Korean provisional government etc. Personal records of Lee Seung-man shows his life and ideas, and also independent movements during the Japanese Empire and situations after liberation etc. In addition, records of Lee Seung-man's family or close political associates, Office of the President reporter etc. should be acquired to understand the president in diverse viewpoints.
This study has its significance in that it determined the acquiring scope of the Presidential Archive and presented a methodology of acquisition strategy formation. It discovered the problem shown in the category of presidential records defined by the 「Law concerning management of presidential records」, and presented record collection from a more diverse category, considering the function of the Presidential Archive. Also, for a concrete acquisition strategy, it presented a methodology examining the case of president Lee Seung-man's records.
