In this study, we consider a half-duplex and two hop relay network where there are a source node, destination and N relay nodes. To guarantee a required data rate from the source to the destination, relays adapt powers with channel information between relays and the destination. For this, we first propose a distributed protocol which selects a relay based on thresholds and channel information without any control node. And, to determine thresholds, we formulate an optimization problem which minimizes the total average powers consumed by relays and satis-fies two constraints - guaranteeing data rate and equal power consumption. We prove that there exist the unique thresholds and find where the thresholds are determined.
