통신시장의 변화에 따른 통신사업자 규율 방안 - 기간통신사업자와 별정통신사업자간 규제형평성을 중심으로- = Regulation of Communications Operator in the Convergence Age - Focusing on Equity between Common Carrier and Service-based Carrier

다국어 초록 (Multilingual Abstract)

For many years, experts from many countries including Korea talked about the digital convergence of communication networks, contents and devices. Today we face that technological convergence actually happening. Traditionally separate markets such as telephony, internet and television are changing fast and converging while market players quickly have to adjust their strategies to this new reality.
Today's regulations for electronic communications build on principles of competition law and technology neutrality. It should take account of the convergence of transmission and services by dealing with all networks and services in a consistent way. This is why vertical regulatory system is changing to horizontal regulatory system as a principle of regulatory framework in communications policy. At this point, it is necessary that classification of communications operators and businesses should be changed. Inequality of treatment between the Common Carrier and the Service-based Carrier should be disappeared, if it is unreasonable.
