    Disintermediation in Real Estate Transactions:
    Current Status and Policy Implications

    Choi, Soohyeong(KICJ, Senior Research Fellow)
    Kim, Sejun(Sungshin Women’s University, Professor)

    ■Research Necessity and Objectives
    Background
•With the proliferation of internet access and digitalization of the real estate industry, accessibility to real estate information through online channels has significantly improved. As real estate prices have increased, the burden of brokerage fees and distrust in brokerage services have grown, leading to a transformation of disintermediated transactions—which were previously limited to family members or acquaintances—into an online-centered structure.
•Online real estate direct transactions, characterized by disintermediation without intermediaries and combined with inherent online space characteristics such as anonymity, non-face-to-face interaction, and openness, have compromised transaction reliability and increased associated risks.
•Consumer victimization from defective or fraudulent listings and deposit/lease fraud is occurring in the process of disintermediated transactions in online environments. Studies on online consumer fraud victimization (Van Wilsem, 2013) demonstrate that certain social groups face substantially higher victimization risks due to low self-control, routine online activities, and structural vulnerabilities. Additionally, unlicensed and unregistered brokerage operations are illegally conducted under the guise of direct transactions, resulting in widespread consumer victimization patterns.
•Despite the changing patterns of real estate transactions and various victimization incidents occurring as a result, there is a lack of statistical data to assess the scale and actual conditions, and empirical discussions remain insufficient.
•To develop countermeasures for safe disintermediated transactions, empirical research must be accumulated to accurately identify and systematically examine victimization patterns of real estate disintermediation occurring in online environments.
    Research Objectives
•This study aims to: (1) systematically investigate the current state of real estate disintermediation in online environments; (2) identify and analyze victimization risk factors and fraud patterns emerging amid digital transformation; and (3) provide empirical evidence to inform policy development for safer disintermediated transaction frameworks.

    ■Research Methods
    Literature Review
•To confirm trends in the real estate disintermediation market, data from the Ministry of Land, Infrastructure and Transport’s actual transaction price reports and internal data from direct transaction platform companies were utilized. To identify victimization risks in online environments, materials such as monitoring and inspection results related to direct transactions, court rulings on victimization cases, and media reports on victimization incidents were organized and analyzed.
•To understand the background and characteristics of real estate disintermediation, existing literature on real estate transactions was reviewed. To assess the applicability and limitations of laws and systems for safe disintermediated transactions in online environments, domestic and international online platform legislative trends and related regulatory frameworks were reviewed.
    Survey Research
•A survey was conducted to establish foundational data for creating a safe disintermediated transaction environment by understanding the current status and victimization patterns in online environments.
•The survey design was dualized by dividing the survey subjects into ① general public and ② those with experience in disintermediated transactions.
•(National Survey) A survey on disintermediation perception and experience was conducted among 1,500 adults aged 19 to under 60 nationwide to understand overall trends in public perceptions, attitudes, and real estate transaction experiences related to disintermediation in online environments, analyzing differences between disintermediated transaction methods and other real estate transaction methods.
•(Survey of Disintermediation Participants in Online Environments) A survey of 500 people with experience in disintermediated transactions in online environments was conducted to deeply understand transaction patterns by closely examining experiences, perceptions, and victimization characteristics during the transaction process by major factors such as transaction purpose and property type.
    In-depth Interview Research
•(In-depth Interviews with Disintermediation Participants in Online Environments) Since surveys alone as quantitative data collection have limitations in understanding the meaning and context of disintermediation experience, in-depth interviews were conducted in parallel with surveys of those with experience in disintermediated transactions in online environments.
    □ Main Research Contents
    [National survey results]
Perception and Attitude toward Real Estate Disintermediation
    • (Evaluation of Disintermediation Methods in Online Environments) Respondents expressed more positive perceptions regarding convenience and economic efficiency of disintermediation methods compared to brokerage transactions, but expectations for secure transactions were low. Recognition of vulnerabilities such as responsibility and burden during transactions was significant. While respondents believe disintermediation methods will become more active in the future, actual intention to use them was not high.
Status of Real Estate Transaction Experience
    • (Degree of Real Estate Transaction Method Use) Over 15% of real estate transaction participants were found to use disintermediation methods in online environments, representing a substantial proportion. Differences in real estate transaction methods by age were observed, with disintermediation usage rates in online environments exceeding 30% among those aged 20 and under, significantly higher than other age groups.
    • (Property Types and Transaction Purposes by Transaction Method) Disintermediation methods in online environments showed relatively even distribution across property types compared to other transaction methods, confirming diversity in real estate transaction types, with high participation from individuals acting as suppliers.
    • (Victimization Rate by Transaction Method) Examining victimization experience rates by transaction method, the victimization rate for disintermediation in online environments (47.2%) was more than twice as high as brokerage transactions, with victims being younger and having lower income levels.
[Survey Results - Disintermediation Participants in Online Environments]
Actual Conditions and Patterns of Disintermediation Experience in Online Environments
•(Satisfaction with Disintermediation in Online Environments) Users of disintermediation in online environments tended to have many positive responses regarding transaction satisfaction, and those with previous brokerage transaction experience had higher transaction satisfaction than those without.
    • (Degree of Assistance in Disintermediation Process) More than 40% of participants in the disintermediation process in online environments received help from professionals such as licensed real estate agents or legal professionals. Purchase transactions received more assistance from professionals than other transaction types, with the most assistance received in contract preparation and review processes.
Victimization Patterns and Characteristics in Online Disintermediation
•(Victimization Patterns) Consumer victimization such as fraudulent listings, inability to contact (disconnection), identity fraud/document forgery, defective listings, and deposit/lease fraud were identified, confirming the diversity of victimization patterns according to sale and purchase transactions.
•(Characteristics of Victimized Groups) Groups with victimization experience in disintermediation had larger transaction area scales, lower objective knowledge levels about real estate transactions, and experienced more difficulties in price negotiation, contract condition negotiation, and contract preparation during the disintermediation process compared to groups without victimization experience.
•(Economic, Mental, and Social Relationship Problems After Victimization Experience) 90% of those with victimization experience experienced economic, mental, and social relationship difficulties after being victimized, demonstrating the severity of victimization consequences. Platform and police responses and measures to victimization reports were insufficient, and negative experiences such as secondary victimization occurred during the reporting process.
•(Perception of Need for Safe Transaction Policies in Victimized Groups) Unlike groups without victimization experience, victimized groups responded that government-led establishment of transaction security standards and development of user protection guidelines were most necessary, showing social awareness demanding institutional intervention and management system establishment.

    ■Policy Implications
Legal and Institutional Measures for Secure Transactions
•As shown in the survey results on policy necessity perception, ensuring clarity of regulations through legislative approaches is desirable, and coordination of opinions and social consensus among stakeholders such as the Licensed Real Estate Agents Association and platform companies are necessary.
    Technical Measures for Secure Transactions
    • As research findings show difficulties in verifying the identity of transaction parties as well as significant temporal and economic losses for users due to fraudulent listing information, expansion of technology applications for secure transactions such as abnormal transaction warnings and real estate value estimation services, and quality management of professional services through establishment of reliability verification systems for real estate transaction professionals such as licensed real estate agents are required.
    • For promoting technology development for secure transactions, structural improvements such as clarification of the legal status and responsibilities of real estate disintermediation methods must serve as the foundational framework.
National Management and Supervision Measures for Secure Transactions
    • As shown in the survey results, it is necessary to shift the social atmosphere that places responsibility for disintermediation victimization on individuals, and efforts to fulfill social responsibility for secure transactions must be prioritized.
    • To enhance the effectiveness of the government’s operation guidelines for disintermediation platforms, monitoring and periodic inspection systems for operations must be implemented along with support for related businesses and establishment of regular cooperation systems with monitoring agencies. Through redefining the role of licensed real estate agents in disintermediation systems in online environments to complement transaction transparency and security, it is necessary to establish a foundation for mutually beneficial cooperation where disintermediation users can trade safely, brokers receive new forms of revenue, and disintermediation platforms secure reliability.
    • As the utility of real estate disintermediation methods grows with technological development, transactions are being conducted through various transaction methods, and victimization patterns during the transaction process are becoming more complex. Therefore, policy support is required for activating related research along with production of statistical data that can identify the scale of real estate disintermediation and victimization conditions.
