唐代 藩鎭 幕職官의 攝職과 攝官

국문 초록 (Abstract)

藩鎭의 攝職과 섭관에 대한 그 동안의 연구를 통해 다음과 같은 결과를 도출할 수 있을 것이다.
첫째, 이전 연구에서 섭직은 벽소된 後 중앙으로부터 승인을 기다리는 임명대기자 신분 또는 중앙에 대해 주청의 과정을 거치지 않고 선발한 短期의 非정직의 신분이라 인식되었다. 그러나 이와 같은 기존의 주장은 재고되어야 할 필요가 있다. 攝職은 憲宗 元和 12年의 徐州와 穆宗 長慶 2年의 晉州 使院의 幕職官 구성을 통해 광범위하게 존재했다는 것을 확인할 수 있다. 또한 元和 4年 (809) 淮西에서 吳少陽을 攝節度副使로 假署한 것과 代宗 大曆 11年(776) 涇原에서 行軍司馬 兼 都知兵馬使 段秀實을 攝節度副使 兼 左廂兵馬使로 奏請하였던 것을 통해 攝職이 기존의 주장과는 다름을 확인할 수 있었다.
둘째, 攝職은 ‘攝’이라는 방식을 통해 선발했던 자체로서 단독의 직책으로 볼 수 있다. 攝職은 帶職을 보유하고 있는 것으로 보아 중앙의 승인을 통해 설치하였던 것으로 보이지만, 중앙으로 부터 봉료를 지급받았던 것으로는 보이지 않는다. 藩鎭이 攝職을 설치했던 것은 중앙이 지속적으로 막직관 인원을 줄이고 俸料를 지급하는 막직관을 제한했기 때문이다. 그러나 중앙이 막직관 인원을 줄였던 것과는 반대로 번진에서는 행정량이 점차 증가하였다. 번진은 기존의 막직관으로 처리하기 힘들어 지거나, 절도사에게 유고가 발생하여 留務를 담당해야하는 특수한 상황이 발생하면 攝職을 설치하여 처리하였다. 藩鎭에서 攝職은 武宗 會昌 年間에 이르면 관행적인 제도처럼 설치되었다. 그렇지만 攝職은 藩鎭의 財政에 의해 운영되었기 때문에 장기적으로 운영하기 힘들었을 것이기 때문에, 설치 목적이 달성되면 廢置하는 短期로 설치된 직책이었다고 하겠다.
셋째, 섭직의 벽소 과정도 正職의 막직관과 마찬가지로 문서를 통해 이루어졌다.
넷째, 섭직과 섭관은 선발 방식이나 직책의 이용에 있어서 차이가 있었다.

다국어 초록 (Multilingual Abstract)

The through the study of Fanzhen’s(藩鎭) Shezhi(摄职) and Sheguan(섭관) that while the following results can be derived.
