전자투표 시행의 쟁점과 정책적 고려

국문 초록 (Abstract)

전자투표는 세계적으로 약 40개 국가에서 실시하고 있는 선거시스템이다. 그러나 한국에서는 여러 이유로 전자투표 실시가 연기되고 있다. 이 논문은 한국의 전자투표 도입에서 나타난 쟁점들을 규명하고, 국내 정책갈등의 대립 지형을 고찰하는데 목표가 있다. 연구에서는 각 전자투표 도입과 관련된 쟁점별로 대표성을 가지고 있는 주요 국가들의 사례를 고찰하기로 한다. 연구 결과, 정치적 경험과 목표에 따라 각국의 전자투표 도입은 다른 핵심적 맥락을 가지고 있다. 예를 들어, 영국은 투표율과 정치참여도의 제고를, 미국은 기술적 오류의 극복 및 투개표 신뢰성의 향상을 전자투표 도입의 최상위 목표로 제시하고 있다.한국의 경우, 이러한 대표성, 신뢰성의 개선이 균등한 비중을가진 공통의 목표로 제시되고 있다는 점이 특기할 만하다. 이는전자투표 도입이 보다 발전된 기술의 채택이 아니라, 사회정치적 거래와 선택에 의한 사회적 구성(social construction)의 산물이라는 것을 의미한다. 실제로 국내 전자투표 시행 논의는 상이한 목표와 입장을 가진 집단들 간의 정치 불신에 따른 대립과 교착 국면에 놓여 있다. 연구에서는 이러한 논의에 기초해서 연구는 전자투표 제도화를 위한 정책 대안들을 제시하기로 한다.

다국어 초록 (Multilingual Abstract)

The electronic voting(e-voting) system is adopted in 40 countries around the world. But, in Korea the adoption of e-voting system has been delayed due to many reasons. This paper is to try to find out the controversies related to the introduction of the e-voting into Korea and find out the solution to the related domestic political conflicts. The study shows that each country has its own cause in introducing the e-voting system depending on her political experience and objectives. For example, the United Kingdom adopted the e-voting system to enhance the voting rate and political participation while US adopted it to overcome the technical errors and improve the reliability of casting and counting the votes. Accordingly, if Korea is to introduce the e-voting system, it shall provide the core objectives for the system and have the firm policy on how the system can be applied in terms of improvement of representation and reliability. The introduction of the e-voting system is not just the adoption of advanced technology but the result of the social construction through the social and political dealing and selection. Actually, the discussion on the implementation of e-voting system in Korea causes a lot of mistrust and disbelief among the parties having different objectives and positions and it does not go anywhere. Based on the current situation, the methods for the introduction of e-voting system would be proposed.
